Credit Officer – Group Lending

Tanzania Postal Bank (TPB) seeks to appoint dedicated, self-motivated and highly organized Credit Officer– Group Lending (1 position ) to join the Retail and Business Banking team.

Reporting Line: Branch Manager
Locations: Dodoma
Work Schedule: As per TPB Staff regulations

Salary: Commensurate to the Job Advertised

Essential Duties and R esponsibilities:
1. Achieve and maintain the following monthly performance targets:
· At least 500 active clients;
· A portfolio outstanding of at least TZsh. 150 million.
· A portfolio at Risk (PAR) above one day rate not exceeding 1% at all times.
2. Participate in the recovery of written off loans in accordance with TPB’s loan recovery guidelines.
3. Active mobilization, sensitization, formation and recruitment of economically active members into the groups as well as promoting a saving culture and savings mobilization in the groups.
4. Ensure timely loan repayments and security deposit collections in all groups.
5. Ensure that all clients’ loan repayments are accurately posted in the loan tracking system.
6. Ensure weekly/biweekly/monthly attendance of meetings by all group members through training and maintenance of attendance registers.
7. Ensure accurate and timely filing of all Group Loan documentation.
8. Ensure effective monitoring of loans through regular visits to clients and manage delinquency alarm signals by following up on problem clients.
9. Generate and instill solidarity group pressure in each group as the basis of
Co-guarantor ship.
10. Liaise with the Credit Supervisor to ensure speedy payment of claims in event of death calamities.
11. Ensure that all the loan repayment collections are deposited to TPB’s bank account by the group officials within 12hours.
12. Ensure that all groups are constantly full through continuous mobilization and timely replacement of exited clients.
13. Cross sell other TPB’s products and services.
14. Attend any other duties as may be assigned by the Credit Supervisor.

Knowledge, Experience and Skills:

  • Bachelor’s degree in business, Finance, Accounting, Economics or related
  • discipline.
  • Good knowledge of micro finance with significant experience in group loan lending and at least 2-5 years experience at a Loan Officer level.
  • High level of integrity.
  • Must be keen on details.
  • Excellent communication and report writing skills.
  • Ability to work under pressure and minimal supervision.
  • Personable and able to relate to people at all levels.

Banquet Sales Manager

Our client is looking for an energetic and self-motivated to fill the position of Banquet Sales Manager

Responsibilities:
  • Achievement of budgeted food and beverage sales, labor costs and operational costs
  • Achieve maximum profitability and over-all success by controlling costs and quality of service.
  • Participation and input towards F &B Marketing activities including menus, room service and conference facilities.
  • Developing and forecasting an actual budget for maximum profitability
  • Manage and schedule staff as necessary to ensure adequate and consistent levels of service.
  • Supervise and co-ordinate daily operation of the kitchen, meeting/banquet set-ups and service.
  • Implement proper purchasing and requisitioning procedures.
  • Maintain records for inventory, labor cost, and food cost etc.
  • Take charge in menu planning and pricing.

  • Inspections of meeting facilities prior to guest arrival to ensure client specifications have been met.
  • Co-ordinate the general housekeeping of the Ballroom, Lower Lobby, Lower public washrooms, kitchen, storage areas, entrance areas, etc.
  • Participation towards overall Hotel Maintenance and cleanliness.

Qualifications
  • Degree in Hospitality Management, food service management, or related field
  • 4- 8 years of experience in a similar field, with some relevant experience in sales of F&B services
  • Previous leadership experience in food & beverage required
  • Excellent communication and organizational skills
  • Strong interpersonal and problem solving abilities
  • Highly responsible & reliable
  • Ability to work well under pressure in a fast paced environment
  • Ability to work cohesively as part of a team
  • Ability to focus attention on guest needs, remaining calm and courteous at all times

  • Implementation, operation and maintenance of the Information Security Management System based on the ISO series standards

Main Purpose of the Job:
The Principal Administrative Officer coordinates all matters regarding Office

10. Coordinate, develop and implement conferencing and statutory meeting policy guidelines, standing orders and administrative procedures, facilitate conferencing and high-level statutory meetings, coordinate distribution of relevant documentation and associated reports;
11. Promote a positive corporate culture and image of the Commission;
12. Perform any other duties as may be assigned by the management
from time to time.

Qualifications and Experience:
1. Master’s Degree in Public Administration Management, Business Administration, Development Studies or related discipline;
2. A minimum of 10 years of relevant experience in Administration, with 3 years at senior level.

Skills and Competencies:
The ideal candidate must have good interpersonal, communication, and report
writing skills. 
Must have presentation, conceptual, analytical, planning, negotiation, networking, judgment and decision making skills. 
S/He must have knowledge of procurement procedures, materials management, and ability to facilitate and effectively manage protocol/consular services. Must be computer literate.

Terms and Condition of Service:
The position is tenable on a five-year fixed term contract; renewable once.

  • University graduate in a business field such as logistics, supply chain management, operations management
  • 5 years solid working experience with at least 2 years as a Team Leader/Supervisor
  • Proficient in spreadsheet and database applications and comfortable with quantitative analysis
  • Experience with DMS Logistics, CILT and CIPS is advantageous
  • Fluency in English and Kiswahili
  • Willingness to relocate (if applicable) and travel within in the zone assigned
  •

National One Health Technical Advisor

Position: National One Health Technical Advisor 


Overall Objectives and Description of the Position

The Preparedness and Response (P&R) Project, a component of the USAID Emerging Pandemic Threats 2 (EPT 2) program, supports the strengthening of National One Health Platforms (NOHPs).  NOHPs are defined as the mechanisms for multidisciplinary and multi-sectoral collaboration at the convergence of human, animal, and environmental/wildlife health. NOHPs provide the basis for ensuring that core capacities are in place for preparedness, and for promptly detecting, reporting, and responding to emerging pandemic threats. At a minimum, a NOHP is composed of public health, animal health, and environment/wildlife ministry representatives. As appropriate, the NOHP or the coordinating agencies and mechanisms also include additional ministries (e.g. trade, tourism, education, or finance), parastatal organizations (e.g. national laboratories, research institutes, etc.), representatives of universities, the private sector, and non-governmental organizations. Multilateral and bilateral stakeholders and partners, such as WHO, FAO, OIE, CDC, may also participate. The P&R project also supports the role of the NOHPs in National Preparedness and Response Planning. 

The National One Health Technical Advisor (NOHTA) will have a combination of technical, managerial, and operational responsibilities, depending upon circumstances and need to support the operationalization of the NOHP and related emergency preparedness and response planning. The incumbent will also have responsibility for coordination of P&R project activities in country. In this capacity, the incumbent will serve as the P&R project focal point for USAID, EPT 2 partners and stakeholders both within and outside of host country government.
Location: 

The NOHTApositions will be based in multiple countries: Uganda, Cameroon, Kenya, Senegal, Cote d’Ivoire, Liberia, Mali, Ethiopia, Tanzania, Rwanda, Vietnam. 

Illustrative Tasks/Responsibilities
· Oversee and facilitate the planning, implementation, and reporting of P&R activities in the country.
· Liaise with relevant government officials and partners, including the USAID Mission/Office, on a continuous basis to ensure awareness, coordination, buy-in, and cooperation for the successful planning and implementation of P&R activities.
· Represent P&R in the country and coordinate with focal persons for other EPT 2 partners (PREDICT 2 and One Health Workforce [OHW], FAO, WHO, USCDC) when these projects are present at country level.
· Provide managerial, administrative, and logistical support and identify needs to facilitate travel and implementation of activities. 
· Provide on-site technical and organizational development support to the existing coordination agencies/mechanisms (NOHPs)to strengthen multi-sectoral and multidisciplinary collaboration on disease outbreaks in coordination with appropriate international health agencies (e.g. WHO, FAO, OIE, US CDC) and key stakeholders.
· Assist with the identification of technical assistance needs to improve the management capacity and efficiency of NOHP. 
· Identify opportunities to promote the convening of appropriate technical, capacity building, and coordinating meetings to promote multidisciplinary discussions and assessments of human and animal health data related to emerging zoonotic diseases (EZDs)/EIDs and the results of disease outbreak investigation.
· Collaborate with senior P&R technical, organizational development and operations (OPS) leadership and staff, including at regional P&R offices, to plan activities that will facilitate the assessment of strengths and capacities, and to address gaps identified in the NOHP.
· Contribute to the analysis of public health, animal health, wildlife and environmental services to identify vertical and horizontal linkages useful to support EZD/EID field investigations, and work collaboratively to maximize efficiencies and cooperation.

Requirements/Experience
· Completion of an accredited degree in one (or more) of the following areas: veterinary medicine, medicine, epidemiology, public health, and/or preventive medicine or related disciplines depending on the needs of the country. Candidate should have at least one the following degrees: MD, DVM, Ph.D. preferred, or Master’s Degree in a related field. 
· A minimum of 3 - 5 years of progressive work experience in public health with prior management/organizational experience regarding outbreak preparedness and response planning and systems – experience with field investigation of disease outbreaks or epidemics and data analysis skills preferred. 
· Understand and be able to apply the principles of public health, epidemiology, disease prevention and control strategies to support and strengthen disease surveillance and response systems and implementation of International Health Regulations (IHR 2005) and/or the Performance of Veterinary Services (PVS) Tool.  
· Ability to apply the principles of the scientific process to properly interpret findings useful for disease prevention, disease control and to determine risk; ability to understand data-based decision making strategies. 
· Experience with mentoring and sustainable capacity building. Ability and interest to work with management and organizational development experts to assess organizational effectiveness and to identify areas in need of strengthening. 
· Professional, technical, and/or management skills required for collaborative implementation of P&R project activities, including providing and/or identifying technical assistance and subject matter expertise to support coordination agency/mechanism performance.
· Practical experience working effectively in an advisory capacity with government health agencies, multilateral health agencies, and national and international nongovernmental organizations.
· Demonstrated ability to work and communicate effectively (speaking and writing) in English. Facility with the official working language of the country where the position is based preferred. 
· Excellent relationship management skills with the ability to liaise, consult, and interact professionally with technical and managerial staff, mid- and senior-level government officials, and direct supervisor—as well as with external agencies, service providers, and client/project (USAID, P&R technical and operations staff).
· Ability to employ critical thinking skills and work independently to solve problems and contribute to achievement of deliverables.
· Familiarity with USAID rules and regulations preferred.

• Excellent verbal and written communication skills: English mandatory – Swahili is a must
• Effective communication skills and proven ability to work effectively in a team environment and independently
• Proven ability to influence, motivate and persuade others to increase customer focus and service

  • Good understanding of the role of loan recoveries.
