Principal Administrative Officer


Lake Victoria Basin Commission (LVBC) is a specialized Institution of the East African Community (EAC) established by the EAC Partner States through a negotiated Protocol for Sustainable Development of Lake Victoria Basin. The broad functions of LVBC are to promote, facilitate and coordinate activities of different actors towards sustainable development and management of natural resources of the Lake Victoria Basin.

LVBC Secretariat hereby invites applications from suitably qualified citizens of
the East African Community (Burundi, Kenya, Rwanda, Tanzania and Uganda)
for the following vacant position, subject to quota system.

Title of the Position: Principal Administrative Officer
Grade: P3
Reports to: Deputy Executive Secretary (Finance & Administration)
Duration of Contract: 5 Years renewable once 
Station LVBC Secretariat Headquarters, Kisumu, Kenya

Main Purpose of the Job:
The Principal Administrative Officer coordinates all matters regarding Office
Administration, Estates Management, Procurement, Conferencing, Protocol and
Security. The functional responsibilities include ensuring cost effective and
efficient procurement of goods and services, liaison with the Ministries in
charge of Foreign Affairs of the Partner States in respect with immunities and
privileges, manage transport, follow-up of supplies and orders for goods and
services and manage general office services.

Duties and Responsibilities:
1. In charge of development and Formulation of Administration policies, strategies for the Commission and promotion of the same;
2. Coordinate proper budgeting, resource allocation and utilization in the department;
3. Design and maintain internal administrative and staff performance appraisal and monitoring systems;
4. Liaison with the Ministries the Ministries in charge of foreign Affairs of
the Partner States in respect of immunities and privileges, manage transport, follow-up of supplies and orders for goods and services and manage general office services;
5. Monitor the implementation of Council decisions regarding administration;
6. Coordinate all matters regarding Office Administration, Estates Management, Procurement, Conferencing, Protocol and security;
7. In liaison with Senior Procurement Officer, develop and implement procurement policies and processes at LVBC;
8. Develop and implement Security policies and procedures to guide and
harmonize management of Security in the Commission, advise management and staff on security matters;
9. Plan and ensure efficient management of LVBC Office facilities and transport fleet to facilitate adequate allocation of office space and mobility;
10. Coordinate, develop and implement conferencing and statutory meeting policy guidelines, standing orders and administrative procedures, facilitate conferencing and high-level statutory meetings, coordinate distribution of relevant documentation and associated reports;
11. Promote a positive corporate culture and image of the Commission;
12. Perform any other duties as may be assigned by the management
from time to time.

Qualifications and Experience:
1. Master’s Degree in Public Administration Management, Business Administration, Development Studies or related discipline;
2. A minimum of 10 years of relevant experience in Administration, with 3 years at senior level.

Skills and Competencies:
The ideal candidate must have good interpersonal, communication, and report
writing skills. 
Must have presentation, conceptual, analytical, planning, negotiation, networking, judgment and decision making skills. 
S/He must have knowledge of procurement procedures, materials management, and ability to facilitate and effectively manage protocol/consular services. Must be computer literate.

Terms and Condition of Service:
The position is tenable on a five-year fixed term contract; renewable once.
The salary offered is competitive and will include basic pay, housing allowance,
transport allowance, education allowance, gratuity (payable at the end of the contract), medical and life insurance cover.

Age:
The candidates must be less than 55 years old at the time of application.
