Procurement Officer - 1 Post (Dar es Salaam)

Overview:
The Procurement Officer will perform overall procurement activities to Jhpiego Tanzania. S/he will implement and maintain sound procurement system following the organization's procurement policy and procedure to ensure the integrity, smooth running and effective performance of Jhpiego Tanzania Program.

Required Qualifications:

  • Bachelor Degree in purchasing and supplies management or other related field with at least 3 years' progressive experience in procurement& logistics or related field.
  • Experience with international organization, (US government-funded NGO experience preferred)
  • computer literacy and ability to use Microsoft office and the applications.
  • Understanding of and experience with USAID regulations, 'and Tanzanian laws governing procurement and purchasing
  • Able to negotiate with tact and diplomacy
  • Demonstrate understanding of value for money of goods and services available in the market for purchasing
  • Excellent written and spoken English and Kiswahili.
  • Excellent communication and interpersonal skills to work in a multi-disciplinary
  • team setup and the ability to establish and maintain effective Working relation- ships
  • Ability to work in a complex environment with multiple tasks, short deadlines and
  • competing priorities
  • Ability to work proactively, organize and manage own work and assist others to do the same
  • Ability to travel within Tanzania up to 30% of time.

Procurement Officer (1 Post)

The Arusha Urban Water Supply and Sewerage Authority (AUWSA) is a legally established entity responsible for the overall operations and management of water supply and sanitation services in Arusha City.

POSITION: PROCUREMENT OFFICER: (1 Vacant Post)

Appointing Authority: Management Committee.
Reports To: Head of Procurement Management Unit

Minimum Required Qualifications and Experience:
The successful applicant must be / have:
- Holder of Degree or Advanced Diploma in Materials management or its equivalent issued from recognized institution.
- Registered with the PSPTB, as Approved / Authorized Supplies Professional with relevant experience of at least three years in a reputable institution.
- Computer skills are essential.
Employment Terms: Three years Contract - Renewable upon satisfactorily performance.

Main Duties & Responsibilities:
- Counter checks stocks purchase invoices before they are forwarded for payment.
- Scrutinizes recommendations for changes in stock levels, and for disposal of obsolete items.
- Preparations of legal conditions for stocks purchase contracts.
- Constantly reviews for approval procurement policy and procedures with a view towards improving efficiency.
- Prepares documents for stocks purchase orders after obtaining due authority for stocks ordering.
- Obtaining quotations for goods and services after approval for procurement has been obtained.
- Evaluating stocks purchasing bids and recommending to the Tender Committee for award of purchase contract.
- Ensure that approved stocks purchase modus operandi is properly followed.
- Ensures that procurement procedures and practice are in line with those approved by the National Board for Materials Management.
- Maintaining harmonious relations and making negotiations with suppliers/suppliers representatives.
- Perform any other procurement duties as may be assigned by the Head of Procurement Management Unit.

Senior Stores officer will report to the Chief Finance officer and undertake the day to day supervision of the stores and staff to deliver a customer focused services in accordance with the laid done procedures..

DUTIES OF Senior Stores officer.
·    To insure that purchase requisition for store standard stock stores is based on time to avoid stock out thus frustrating the operations of the institute.
·    To insure arrangement for delivery or collection agreed time from suppliers is undertaken and monitored against performance criteria and where suppliers do not meet the correct standards be proactive in resolving the issues.
·    To ensure the integrity and security of the stores is maintained at all time.
·    To insure accurate accountability of all transactions (receipts and issues) to and from the stores.
·    To facilitate periodic test checks of quantities held in stock.
·    To insure audit queries rose concerning store accounting and operations are attended to promptly.
·     Lease with the management to insure that trends are accommodated with in minimum – maximum criteria and insure the effective use of imprest stocks providing regular performance reports to management.
·     Ensure the stores area is kept clean and tidy and free from hazards.
·    Guide the management for further improvement in processes and in stores management.
QUALIFICATIONS QUALITIES AND EXPERIENCE.

·    First degree or Advanced Diploma in Materials Management or equivalent qualification and a holder of CPSP who is registered by a Professional body.      
·    A holder of Master’s Degree will be an added advantage
·    At least 5 years work experience including 2+ years in senior position.
·    Understanding of modern IT accounting Systems.
·    Leadership and management experience, including ability to communicate effectively with senior management.

Reports to: Manager, Procurement Management

Senior Procurement Officer will be responsible for ensuring that the procurement activities of the Authority are conducted according to the legal requirements.

Academic Qualifications and Experience
The ideal candidate for this position should have the following qualifications and experience:
i) Possession of Bachelor Degree or equivalent qualifications in
Materials Management, Procurement and Logistics, Engineering, Architecture, Law, Quantity Surveying or any related fields with proven specialization or coverage in procurement;
ii) Must be registered by appropriate Professional Bodies;
iii) Possession of Knowledge and Competence in Information and Communications Technology (ICT) application; and
iv) Possession of Not less than five (5) years work experience as procurement specialist in a reputable institution(s).

DUTIES AND RESPONSIBILITIES

  • Make follow up on receiving, storing and distribution of all stock items; maintain a location index system in the store;
  • Issue approved tendering and contract documents;
  • Manage an archive records of the procurement and disposal process; Maintain a list or register of all contracts awarded;

(a) Qualification and Experience 
 Holder of National Storekeeping Certificate (NSC) from a recognized institution with a 
 working experience of not less than three years. 

(b) Duties 
• Checks transactions in stores accounting documents and registers; 
• Receives and issues vouchers delivery notes and invoices; 
• Prepares purchase requisitions/orders upon approval by his/her supervisor; 
• Performs any other duties as may be assigned by superior. 

(c) Salary Scale: PGSS 7-8

PRINCIPAL DUTIES AND RESPONSIBILITIES
· Maintains appropriate stores ledgers.
· Carries out perpetual inventory system.
· Carries regularly physical verification of stores.
· Arranges for appropriate storage space for various items.
· Verifies quality, quantity and other specifications during receipt and issue of stocks and that proper documentation are observed.
· Maintains appropriate environment for safe custody of stores.
· Performs any other related duties as may be assigned by superiors.


DESIRED PROFESSIONAL QUALIFICATION
Holder of a degree / Advanced Diploma in Materials Management or equivalent qualification from recognized Institution with 1st or upper second class. OR Masters degree in the relevant field A working experience in related field will be an added advantage

DESIRED COMPETENCES

Procurement Analyst @World Vision Tanzania

Job Title:  Procurement Analyst
Ref No: WVT/P&C/F13/12
Reports to:Supply Chain Manager
Location: Arusha

Purpose of the position:
Receipting and tracking movement of Purchase Requests (PRs) & Purchase Orders (POs) within the Supply Chain Department ensuring that all PR received in NO supply chain office are accounted for.  Draw various reports pertaining to purchases against the PRs and share the reports with the Senior Leaders and Supply Chain officers on a weekly basis and with the rest of stakeholders on a monthly basis.

Major Responsibilities:
1: Management of PRs coming to SCM Dept
Capture all details of PRFs coming to Procurement from the user departments
follow up and capture all data on the processing of the PRFs on a weekly basis from the time it comes into procurement to the time when the delivery is done to the stores

2. Track POs for deliveries of goods and services    
Together with the stores  liaise with the Divisions / ADPs / grants officers to confirm receipt of goods in condition to enable accounts to pay

3. Management of PR and PO tracking tools and draw management reports          
Draw various reports pertaining to procurement on received PRs on a weekly basis and share with the Supply Chain  Manager and Support services Associate Directors and  share with other stakeholders on a monthly basis
Show any financial savings on the procurement process for each PRF
Show any savings in the procurement process in terms of time taken to procure the goods and/or service

4. Capture data from the accounts office on payments to the suppliers for the goods and services delivered to WVT

5.Contribute to the development and implementation of sourcing strategies

6. Assist in the coordination and consolidation of annual procurement plans from the ADPs and all other WV departments to create an annual aggregated procurement plan

Minimum Qualification required:
  • Bachelors degree preferably Business related
  • Post graduate qualification in Supplies chain management preferred
Experience:
At least 3 years experience in SCM or data analysis work

Technical Skills & Abilities:
  • Excellent computer skills, MS excel and Access
  • High professional ethics and whose integrity is beyond reproach
  • Good interpersonal skills and a natural organizer
  • Proven people and communication skills

Providing support on  Stores officer through receiving, custody, and issuing of supplies and equipment, together with Stores Control by maintaining Stock levels  and reporting for any alarming consumption and unserviceable  with the intention of steward use of WVT resources within the storehouse. 

Major Responsibilities:
  • Receive, inspect, certify goods from suppliers and issue as per approved requests
  • Prepare Good Received Note for payment 
Update store ledgers and bin cards
  • Participate in stock taking and verification
  • Prepare list of unserviceable and all obsolete stores for disposal
Minimum Qualification required:
  • Minimum Qualification required: Bachelor Degree in Materials Management/Procurement and Logistics
Experience:
  • Experience:  1yr in Procurement and Logistics
  • Preferred: CSP

Technical Skills & Abilities:
  • Excellent computer skills.
  • Experience in working with donor funds
  • Working knowledge of procurement services and practices is an added advantage.
  • Good planning and organizational skills
  • Ability to maintain effective working relationships with all levels of staff and suppliers
