Gender and Advocacy Specialist

JOB DESCRIPTION
Purpose of the position:
  1. To coordinate the development of ENRICH project Gender and Advocacy strategy and oversee the implementation of the strategy. The gender specialist will be responsible for facilitating training on gender equality and Advocacy for staff and partners and for monitoring gender equality and advocacy results.

Duties and Responsibilities

1. Provide overall strategic leadership and direction to ENRICH project team on gender equality and CVA
  • In consultation with ENRICH project team in World Vision Tanzania and World Vision Canada, develop a clear vision for promoting gender equality and CVA in all ENRICH project outcomes.
  • Ensure the development, validation and implementation of a four year strategy for mainstreaming gender equality within ENRICH project.
  • Support the development of project’s annual work plan ensuring integration of gender equality and CVA / Advocacy indicators in line with CIDA’s gender policy.
  • Coordinate tracking and reporting on gender equality and Advocacy results throughout the life of the project.
2. Be responsible for promoting gender integration and CVA in ENRICH project.
  • Develop and Implement a ENRICH capacity building strategy that enhances staff capacity to oversee the integration of gender equality in all of the project’s programming areas through training, learning and knowledge sharing activities.
  • Work cross-functionally to identify and support capacity building opportunities for team members on gender equality and on social accountability.
  • Support capacity building opportunities on gender equality and CVA for key project partners including community level opinion leaders, to equip them to support gender equality and CVA integration in all program areas.
3. Management of ENRICH Gender Working Group and CVA Team
  • Convene a representative Gender Working Group to support and advise on the gender equality work in ENRICH project.
  • Build Capacity and monitor CVA team plan of action development and implementation
  • Facilitate regular Working Group meetings and periodically report to the ENRICH project manager.
  • Manage all community groups responsible for gender equality and coordinating social accountability processes at community level in Singida (Manyoni and Ikungi) and Shinyanga (Kahama, Shinyanga rural and Kishapu).
  • Participate in the WV Tanzania community of practice on Gender and CVA.

4. Coordinate Advocacy, Policy Research & Public Awareness on gender equality and gender justice.
  • Profile ENRICH – MNCH leadership on gender equality, developing and sharing case-studies on innovative approaches developed within the project .
  • Develop and/or support partnerships and cooperation with other organisations in Singida and Shinyanga Regions on gender equality and its impact on health and nutrition
  • To promote learning and to improve / develop new approaches to the integration of gender in ENRICH project.
  • Be a spokesperson for ENRICH on identified Gender and Advocacy issues.

5. Coordinate community capacity to publicly engage on nutrition governance and policy issues through Citizen Voice and Action (CVA) Approach on Health and Nutrition
  • Awareness raising in the communities / CVA groups on Government Policy/ strategy on Health and Nutrition.
  • Conduct regular meetings with Government on improving nutrition service delivery and evidenced based policy recommendations based on dialogue conducted.
  • Engage community leaders in regular gov't meetings and advocacy campaigns.
  • Facilitate policy dialogue with Government featuring women and female youth leaders.
  • Facilitate context specific community platforms to engage and empower men as fathers/caregivers on nutrition issues.
  • Document and share best practices resulted from CVA Approach in improving Health system and nutrition status.

Qualifications: 

Education/Knowledge/Technical Skills and Experience
  1. The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
  2. Minimum Qualification required: Minimum of an undergraduate degree completed in gender studies or social science

Experience: 

  1. Minimum 3 years program experience in international development with a focus on women, girls and gender equality, and community mobilization
  2. Preferred: Msc in social related fields

Technical Skills & Abilities:
  • Strong technical capacity, practical experience and solid insight into program level challenges in designing and implementing gender sensitive community development programs.
  • Thorough knowledge of World Vision’s approach to achieving child well-being through relief, development and advocacy.
  • A good knowledge of gender and global development issues, preferably with understanding of CIDA’s approach to gender equality.
  • Demonstrated experience conducting program-based gender analysis, preferably using participatory methodologies.
  • Proven experience developing, implementing, monitoring and evaluating advocacy / gender projects and programs.
  • Proven experience in strategy development including developing gender strategies.
  • Skilled trainer particularly using participatory approaches at community level.
  • Flexible, self-starter, team player, attention to detail, able to work without supervision

Purpose of the position:

Major Responsibilities:

  • Coordinate and review development of DM&E plans, DIPs & LEAP Budget within the cluster.
  • Plan, facilitate and conduct capacity building on DM&E for the project/program staff and stakeholders.

  • Facilitate smooth implementation of learning centers initiatives (CC, CP & Food Security) within the cluster.

Field Monitor - World Vision Tanzania

Purpose of the position:

  1. To monitor the delivery, distribution, documentation and reporting associated with all commodities supported to refugees. Work hand in hand with relief committee members

Major Responsibilities:

1. Commodity management

  • Ensure that all commodities delivered at the FDP are properly accounted for.
  • Based on the approved distribution plan inform the relief committees on the quantities of food expected and ration scales.
  • Monitor commodity movements, including delivery of commodities at the FDP. Supervise receipt/offloading of food/nonfood commodities to ensure correctness of quantity, content and quality as per the waybill. Ascertain signatures on the waybills documents as well as losses and damages, and excesses. In case of damage arrange for reconstitution.
  • Oversee the distribution process in collaboration with the relief committees and ensure proper rations are distributed (sharing shelters). Ensure no damaged commodities are distributed to beneficiaries.
  • After distribution ensure empty containers are corrected and accounted for

2. Liaison and beneficiary relations

  • Facilitate the community to get organized and with the help of the relief committees. The composition of the relief committees should include at least 50% of women.
  • Facilitate card checking process by the relief committees before distribution.
  • Assist community to solve problems related to the food distribution process
  • Coordinate and liaise with local authorities, NGOs and counterparts, provide information regarding beneficiary registration, commodity distribution, distribution plans,
  • Identify and recommend other needs such as health care, additional food needs, development activities, or any other rehabilitation and/or development activity.
  • Treat beneficiaries with respect and dignity.

3. Reporting

  • Ensure documentation on commodity movements and distributions are properly maintained and submitted to distribution Centre supervisor
  • Scrutinize waybills, record underweight and lost quantities, if any.
  • Ensure proper documentation of reconstituted commodities.
  • Report on any incidences touching on security at the distribution centers.
  • Conduct training for the relief committees based on the food assistance program principles.
  • Submit report to each distribution cycle, which is gender segregated (obtained from group leaders)

Qualifications:

  • Education/Knowledge/Technical Skills and Experience
  • The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Minimum Qualification required

  • Diploma in Procurement and Logistics/Supplies Management, Business Administration and/or Accounting, education and other social science studies.
  • Secondary education with at least 5 years of experience in the role with strong mathematical/analytical skills
  • Good understanding of World Vision and sphere standards.
  • Knowledge of and adherence of the Red Cross and NGO Code of Conduct.
  • Computer literate.
  • Good command of inter-personal skills
  • Working knowledge of local language.

World Vision Tanzania - Academy Internship Program

With the understanding that only when families have economic security can they turn their attention to the needs of their children, WVT has developed and launched its five years strategy 2016-2020.The strategy seeks to improve the livelihoods household’s members in our Area programs, through increased production, productivity promoting sustainable use of natural resources, while Integrate Health, Nutrition, Water & sanitation and Education to improve wellbeing of children in Tanzania.

To implement the aforesaid strategic vision, WVT is launching a World Vison Tanzania Academy internship program to build a critical mass of hands-on agribusiness experts, health, nutrition, Water & Sanitation and Education that would be used to build the capacity of Households members to improve their livelihood through integrated manner. The broad goal is to support skills transfer, mindset change and technological know-how that will help Household members to adopt innovations, improve productivity and catalyze agricultural sector transformation, and improve education, health, Nutrition, water and sanitation of family members including children.

WVT is seeking applications from suitable qualified internship candidates. Successful applicants will initially attend one week orientation program. Thereafter, each intern will be assigned to rural based Area Program (AP) in Tanzania to serve under the mentorship of an experienced WVT Staff for a period of twelve (12) months. Accommodation support, monthly subsistence stipend, medical cover and life insurance will be provided by WVT. This twelve (12) months internship is for young professional development opportunity and shouldn’t be construed as an employment or guarantee of being employed by WVT, but rather should be considered as a unique learning opportunity. Should there be a vacancy fitting the intern’s skills and qualifications after successfully finishing the internship program, WVT could consider the intern for full time employment with WVT through a competitive recruitment process.

Minimum qualifications and requirements:

  • All intern applicants must be fresh graduates from a recognized University or Academic Institution preferably with a Degree BSc in Human Nutrition and also BA in Journalism, Communication for development.
  • Have excellent oral and written communication skills in both Kiswahili and English.
  • Be willing to live and stay in WVT’s rural communities for one (1) year during the internship program.
  • Be a young and energetic male or female Tanzanian citizen who is not more than 30 years of age.
  • Be willing to abide to WV’s Christian and Core values.

Job Position: People and Culture Officer (Administration and Documentation) 
Employer: World Vision Tanzania

Purpose of the position:
To provide high-quality support to the People and Culture (P&C) division and its team which ensures effective and efficient running of the Division’s office operations.

Roles and Responsibilities:
Administrative and logistics Support:
  • Manage the Human Resource filing, storage and security of documents and correspondences (i.e. P&C Division general files and personnel files) and ensure all documents are properly kept.
  • Attend to all division correspondences / letters (i.e. relocations, acting appointment, disciplinary notification, terminations notification, visa introduction letter and other correspondences) as per guided by the P&C Director or Manager or Coordinator.
  • Prepare P&C Division related certificates (i.e. certificate of services, performance management certificates, length of service awards etc.)
  • Circulate confidential P&C Division documentation with respective and relevant divisions.
  • Regularly scan P&C documents and send to the respective zones/departments as requested.
  • Attend to general incoming and outgoing e-mails of the P&C Division.
  • Facilitate and coordinate workshops, meetings and other related logistics
  • Handle and attend to visitors of the P&C Division (Help Desk) and direct them to the relevant P&C staff when required.
  • Follow up P&C Division payment sent to accounts in the Finance Division.
  • Management of Existing WVT P&C process and systems
  • Administer and monitor WVT People and Culture Information System (PCIS) / Our People to help ensure 100% accuracy for all WVT staff data including maintain a database for WVT interns, volunteers and temporary staff.
  • Update staff contracts, position changes and staff transfers to the different WVT areas of operation as per approved guidelines and ensure effective information flow to the ADPs and project sites.

P&C Division Office Facilities and Utility management:
  • Ensure P&C Division office facilities are in good order and well maintained.
  • Raise requests for all P&C Division office supplies on time, to make follow up on the purchases and ensure that the supplies are provided for the required purpose.
  • Oversee the cleaning within the division and ensure that the office premises are cleaned and maintained on time. Will also supervise cleaners attached to the Division from the cleaning company.
  • Maintain and update regularly the P&C Division asset register.
  • Maintain stock records for the P&C Division office supplies.
  • WVT International staff, Learning/Global Center staff support
  • Facilitate and support with all WVT international staff’s work permits, visas, and business visa or business passes processing as required or requested by the P&C Director or P&C Coordinator.
  • Support WVT international staff with P&C related matters as requested by the P&C Director.
  • Facilitation and follow up and filling of P&C related annual forms
  • Facilitate and Coordinate WVT staff signing of various annual forms and ensure they are kept in the HR files (i.e. Child protection forms, self-disclosure, etc.)
  • Facilitation and follow up of WVT new hires, continuing staff and exiting staff P&C Documentation.
  • Opening New Hire Personnel Files and ensure all documentation is available in accordance to the HR file checklist.
  • Prepare WVT Staff ID’s within the first week of joining WVT
  • Follow up and prepare employee contract renewal documentation as well as contracts for new hires.
  • Work with recruitment and Staffing Specialist to provide any needed support with orientation of new hires.

Support the People and Culture team members (P&C Coordinator/Manager, P&C Specialist - Grants, Senior Legal Officer and the Senior P&C Officers:
  • Support in facilitating interview logistics
  • Support in P&C Administration
  • Support / Act in other P&C officers positions when they are absent
Acting Staff Management:
  • Prepare acting letters.
  • Compile acting sheet on monthly basis.
  • Produce acting report on monthly basis.
  • Weekly and Monthly Reports.
  • Prepare key weekly / Monthly reports.
  • Support and facilitate timely collection/review of P&C Division performance reports for compiling the divisional monthly, quarterly, semi- annual and annual reports.

Qualifications:
Education/Knowledge/Technical Skills and Experience:
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Minimum Qualification required:
  • Degree in Human Resource Management, Public Administration Management, Business Administration or related field from a recognized Tanzanian University.
  • Experience: At least 3 years’ experience working in a medium to large private, public or non-government organization in an administration role. Experience should include dealing with the public and a variety of different stakeholders. Candidate should be able to demonstrate strong experience in developing and maintaining administrative processes and procedures to improve the efficiency of the organization.
  • Preferred: Candidates with formal training and relevant qualifications for the position will be favored. Candidates with experience in managing service contracts will be preferred.
  • Technical Skills & Abilities: Excellent computer skills including Word, Excel and PowerPoint skills. Excellent customer service and communication skills. Excellent command of Swahili and English – both written and verbal skills. Excellent organization and administration skills. Strong skills in expense management and accountability.
  • Ability to review several diverse reference sources, select and synthesize data into styled reports, briefs and presentations.

Other Competencies/Attributes:
  • Must be a committed Christian, able to stand above denominational diversities.
  • Must be able to provide spiritual leadership within but not limited to chapel and daily devotions;
  • Must have outstanding oral and written communications and relationship skills and;
  • Must be willing to perform other duties as required.

Working Environment / Conditions:
  • Work environment: Office-based in Arusha.
  • Travel: 5%.
  • On call: 10%.

Project Officer - Karatu Cluster


To provide technical support in designing, implementing and monitoring Livelihood/Agriculture, WASH and Education Private Non Sponsorship (PNS) projects.

Must provide technical and facilitative leadership to producer groups and ensure Dream Village Project (DVP) interventions are aligned to WVT strategy and relevant TPs implemented in Lake Eyasi AP in Integration and implementation of Tanzania Empowerment ADP Model (TEAM), by ensuring that allocated programs/project resources are used as per WV Strategy, WV policies, donor standards and procedures to attain the Child Well Being outcomes.

Must also communicate and observe World Vision's Christian ethos, core values and demonstrate a quality of spiritual life that is an example to others.

Roles and Responsibilities:
  • Take part in designing, implementation, monitoring and evaluation of livelihood, WASH and education PNS Projects.
  • Assist the project coordinator to coordinate marketing activities (photos, video recording, donor visit preparation etc.
  • Collect and compile livelihood and education PNS project information for monthly, quarterly and annual accomplishment reports.
  • Take part in planning, facilitating and conducting trainings for Dream village project.
  • Take part in the documentation of best practices and lessons on livelihood and education project implementations.
  • Assist the coordinator in developing and updating monitoring and reporting formats.
  • Engage in the preparation of quality Information Education and Communication (IEC) materials in collaboration with Lake Eyasi AP team.
  • Participate in livelihood, education and WASH related workshops, trainings and meetings.
  • Promote major cross cutting themes including environment, gender, protection, disability, peace building and Christian commitment.

Qualifications:

  • Education/Knowledge/Technical Skills and Experience
  • The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:


Minimum Qualification required:

  • Bsc. Agronomy, Bsc. Crop science and or Bsc. Horticulture, Bsc. Agriculture general
Experience:

  • Minimum of 2 years related working experience in organic farming.


Preferred:

  • Msc. Soil science , Msc. Crop science, Msc. Applied Agriculture Economics, Msc. Agricultural economics and relevant working experience in an International Organization

Other Competencies/Attributes/Skills:

  • Proposal writing and business planning.
  • Community mobilization and facilitation.
  • Demonstrated understanding of the leading agribusiness sector in Tanzania, value chain development and market systems.
  • Ability to work with farmers to improve depleted soil to qualify in good agricultural practices, to improve yields and households income.
  • Good interpersonal skills and ability to interact, maintain relationships with all levels of staffs, donors, colleagues and partners in a multi-cultural selling.
  • Problem solving and analytical skills.
  • Skills in programming and Experience with donor funded projects; experience with World vision is added advantage.

Position: Driver

Purpose of the position:

  • To facilitate Transport and ensure efficient and safe use of the vehicles

Major Responsibilities:

  • Ensure that every vehicle movement is formally authorized and log book entries are correctly recorded and approved by the trip leader
  • Ensure that vehicle is in good working condition (fuel, oil, water, tires etc) and general state of the car has been checked before use
  • To ensure that the vehicle carries authorized passengers/luggage as per its capacity and it is driven at allowable speed
  • Report any mechanical problem of a vehicle to supervisor for repair/parts replacement approval
  • Timely Preparation and submission of monthly reports concerning fuel consumption and maintenance costs for each vehicle
  • To keep vehicle clean and in good condition for use and take care of tool kit


Qualifications:

Minimum Qualification required: 

  • Form Four with a valid driving license authorized to drive a PSV vehicles

Experience: 

  • 3 years driving experience. Working experience in relief/emergency is an added advantage.
  • Preferred: Form Four with NIT Advanced Driving Certificate

Technical Skills & Abilities:

  • Ability to communicate in English and good command of Kiswahili
  • Ability to maintain effective working relationships with all levels of staff

Purpose of the position:

  • To enhance World Vision Tanzania’s role in empowering communities to strengthen governance, policy and public engagement of MNCH through the Citizen Voice and Action ( CVA) Approach in ENRICH Project.

Roles and Responsibilities:

Guide project planning and development of Citizen Voice of Action (CVA) and Gender activities in ENRICH Project.

  • Take lead in training CVA team and implementing partners in CVA model.
  • Monitoring of progress and achievements of CVA implementation project.
  • To ensure that public policies on Health and Nutrition, procedures and mechanism are discussed and understood by communities through community sensitization and dialogue meetings.
  • Work with ADP staff during planning and budgeting for effective integration of CVA and Gender activities.
  • Facilitate dialogue to service users/ providers and local government on strengthening health system and improving Nutrition.

Mobilization of communities, local organizations and institutions to participate in Project implementation

  • Facilitate proper formation and or strengthening of CVA working teams in line with the National office working team guidelines.
  • Mobilize Citizen Voice and Action working groups, local government officials and institutions to monitor social services delivery on MNCH.
  • Conduct regular meetings with government on improving nutrition service delivery and evidenced based policy recommendations based on implementation research.
  • Mobilize services providers and users to ensure CVA Plan of Actions developed from community dialogues are implemented.

Build local to national level partnerships, networks and coalitions with civil society organizations and local government institutions.

  • Facilitate networking with government institutions and other development partners within the Project in planning and implementation of CVA and Gender activities.
  • Establish context specific platforms to engage and empower men as fathers/caregivers on nutrition issue.
  • Facilitate women and female youth to engage in nutrition related dialogue with government.
  • Engage community leaders in regular government meetings and advocacy.
  • To spearhead linkages of local to National advocacy engagements.

Monitoring and track progress of CVA project implementation.

  • Organize project level forum to assess progress of Project implementation of planned Gender and Advocacy activities.
  • Monitor progress of implementation of commitments made during community gatherings, and government meetings.
  • Organize review, reflection and learning forum for CVA teams, community, local organizations and government.
  • Document best practices, lesson learned and success stories on improved nutrition status and Maternal New Born and Child Health ( MNCH ).
  • Facilitate regular Working Group meetings and periodically report to the Gender and Advocacy Specialist.
  • Coordinate and facilitate all community groups responsible for gender equality and ensure social accountability processes at community level in Singida districts and Shinyanga districts.

Reporting

  • Produce and share quality and timely reports to keep track of progress of planned activities within ENRICH area of operation.
  • Participate in writing timely and quality monthly, quarterly bi-annual and annual reports.

Qualifications: 

  • Education/Knowledge/Technical Skills and Experience
  • University degree in Social Science, Development Studies, Education or any relevant field.
  • At least three years’ experience working with communities in a development.
  • Must possess experience in advocacy trends at local, national and international level
  • Ability to research new national and international advocacy and sustainable development trends
  • Must be highly reliable and independent.
  • Ability to work with minimal supervision.
  • At least 3 years’ experience of practicing of advocacy, networking and influence.

Position: Senior Grant and Finance Officer ( Singida)

Purpose of the position:

  • Manage grant accounting, reporting and budgetary functions and ensure conformity with World Vision policies and stringent donor requirements.

Roles and Responsibilities:

  • Facilitate preparation and revisions of donor budgets, AOPs, DIPS, cash flows in line with partnership guidelines and specific donor regulations, follow up the PBAS commitment of the Grant project and properly track the annual grant budget.
  • Prepare and submit accurate donor reports timely and file the signed copies; implement internal controls and contribute to the designing of appropriate policies and procedures.
  • Monitor actual grant expenditures against approved donor line items on a monthly basis; alert management on any irregularities and make recommendations concerning the re-negotiation or approved grant line items with the donor where appropriate.
  • Prepare/review coding on vouchers for accurate account, expense codes, donor combinations and proper documentation (backup). Custodian of petty cash for the grant.
  • Monitor and supervise project financial activities and review of finance documents to ensure compliance with donor regulations before payments.
  • Coordinate supply chain activities (procurement, stores and fleet management) for the Grant in line with WV procurement policies, procedures and diverse donor requirements.
  • Facilitate Grants audit exercise, participate in preparation of management responses and ensure timely submission, monitor implementation of audit recommendations, and provide regular consolidated updates on implementation to WVT management.
  • Process all payments within the approved control system in a timely manner accompanied with project site visits for verification on existence and delivery of materials.
  • Ensure monthly timesheets are prepared by project staff in compliance with donor requirement, including reconciliation with Payroll.
  • Facilitate timely monthly funding for the Grant against approved donor budgets and cash flows.
  • Build capacity of non-finance staff in Grant financial management.
  • Supervise the work of the Program Finance and Administration Officer.


Qualifications: 
Education/Knowledge/Technical Skills and Experience

  • The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
  • Minimum Qualification required: Bachelor Degree in Accountancy or related fields.
  • Experience: 5 years working in DFATD funded projects
  • Preferred: MBA, ACCA, CPA
  • Technical Skills & Abilities:
  • Excellent computer skills in Excel, Word & Sun-systems software.
  • Demonstrated ability in supervision
  • Good planning and organizational skills
  • Tact and diplomacy in dealing with staff-related to work environment needs
  • Ability to maintain effective working relationships with all levels of staff

Program Finance & Administration Officer - 25 Positions

Ref No WVT/P&C/F14/11
Job Title: Program Finance & Administration Officer (25 Positions)
Reports to: Administratively to Program Development Coordinator, Technically (Matrix) to Senior Cluster Accountant
Location: Lake Zone, Northern Zone, Kagera Zone, Central Zone and Kigoma Zone.

Purpose of the Position
To provide Financial Management and Administrative support to the Program as per WV policies and procedures.

Major Responsibilities:
1. Prepare internal and external disbursement according to World vision operating policies and GAAP and submit them to the cluster office for payment. Also ensure that all such payment requests are within budget, adequately supported and in accordance to WV Tanzania approval limits.      
2. Handle petty cash float of the program, ensure all payments are properly approved, re imbursements done timely; all cash collections are recorded and timely deposited in the bank.      
3. Participate in Projects Budget Preparation and Management, monitor spending against budgets for all projects with the Program to ensure no under or overspending takes place.     
4. Store management for the program which include, receiving goods, writing GRNs, updating stores records, monthly stock taking, ledger reconciliation and issuing of goods from store using GINs after DPCs approval. Also responsible for preparation of Purchase requisition for programs procurement and consolidate and submit to the Cluster office for further processing, follow up purchased items at HO on behalf of the ADP for timely delivery and reconcile with GRNs at ADP.        
5. Maintain an updated and complete Fixed Asset Register at program level, Perform assets inventory at least twice a year, all assets are tagged and coordinate disposal of obsolete assets as per WV Policy. Also oversee any WV assets that could be transferred to Partners within the ADP to further WV business.           
6. Participate in Project Visits for review of ongoing constructions, ongoing seminars and verification of delivered items to beneficiaries prior to payment by cluster office, facilitate Sponsor visits and GN processing to RC Families and Community. 
7. Prepare monthly funding request for the program, review partners funding request and submit to cluster office for further processing.
8. Perform fleet management activities to include review of motor bike logbooks, facilitate refueling of motor bikes/motor vehicle and ensure that fleet reports are prepared and submitted to cluster office on a monthly basis.        
9. Responsible for building capacity of staff and partners with the ADP in Financial Management and WV Financial Policies and procedures. Interpret Variance Reports and expenditure analysis to staff and partners \ sub-grantees.
10. Manage all Travel and business advances issued to staff within the Program by ensuring that they accounted for on time, no advances are issued before retiring previous one and that advance are used for WV business only.
11. Management of local partners; Review of partners budget, detailed implementation plans and cash flows, sub-grantee monitoring, physical verification of expenditure and submission of partners retirement or expenses to the cluster for posting.
12. Support Internal and External Audits at ADP level including partners audits.       
    
Qualifications:  Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
· Minimum Qualification required: Degree in Accounting or Finance.
· Experience:  2 years in Project Accounting or Financial Management.
· Preferred: Degree in Accounting  with CPA Module E.
· Technical Skills & Abilities:
· Excellent computer skills in Excel
· Good planning and organizational skills
· Tact and diplomacy in dealing with staff-related to work environment needs
· Ability to maintain effective working relationships with all levels of staff

· Work environment:  Office-based with frequent travel to the field/cluster
· Travel:  20% Domestic travel is required.
· On call:  10%
