MEDA Tanzania has a vacancy for a Finance Manager to join a rewarding and fast-paced working environment in a dynamic malaria project. This position reports to the Country Manager and will be part of the Senior Management team.

Over the past ten years, Insecticide Treated Nets (ITNs) have emerged as one of the most successful malaria control tools. In recent years, the Ministry of Health and Social Welfare in Tanzania has recognized this fact and has made the widespread use of Long Lasting Insecticide Treated Nets (LLINs) a major health care strategy. The Tanzania National Voucher Scheme (TNVS) is a nation-wide programme, covering all 21 regions of mainland Tanzania, was launched in 2004 and followed by Under five Catch Up Campaign (U5CC) in 2008 and the Universal Coverage Campaign (UCC) in 2010. TNVS targets pregnant women and infants using a voucher system that lowers the retail cost of a net, substantially increasing the distribution of LLINs throughout Tanzania using a sustainable mechanism while UCC is a campaign targeting all uncovered sleeping spaces throughout Tanzania Mainland using free net distribution. TNVS is the only malaria voucher scheme of its kind in the world and continues to attract high-profile visitors and considerable donor attention.

Responsibilities:
Manage all financial, contractual and compliance aspects of the TNVS program. Oversee project accounts and implement sound internal processes; ensure program is managed in accordance with Donor and Country policy and procedures.

• Financial reporting. Generate monthly income statements and balance sheets for operating, capital and designated funds. Properly handle various types of fund accounting. Provide those reports to both Tanzania management purposes and MEDA headquarters
• Performance in the general accounting process. Ensure that general accounting functions are timely, including payroll, accounts payables are paid within terms and accounts receivable are actively managed. Maintain multi-currency accounting systems, general ledgers, sub-ledgers and job costing systems as required. Assist in month-end closing and journal entry preparation and bank reconciliations.
• Audit and compliance. Maintenance of documentation required by all grants and contracts. Ensure annual audits are conducted as instructed by the Corporate Controller.
• Financial Policy and Procedure Formation. Set specific Internal Control guidelines for each program or grant
• Cash management. Manage cash flow between local accounts and headquarters
• Budget (costs). Create an annual budget in cooperation with the cost center managers (Country Manager and Operations Manager(s)) to support the country program in its budgeting with headquarters. Create pro forma budgets in support of new business proposals. On a monthly basis, lead a budget performance review, including variance analysis, with cost center managers.
• Insurance. Annually review property & casualty and employee insurance coverage
• Banking. Manage the performance and relationship with our banking service providers, ensuring covenant compliance

Requirements:
• Past success as Finance Manager in a corporation or non profit organisation
• BSc or BA in accounting /Finance
• Familiarity with donor reporting requirements, especially Global Fund, USAID and DFID
• Proficiency in Computer applications; computer based Accounting systems such as Accpac, Peachtree etc.
• CPA (T) or equivalent mandatory.
• Strong computer skills including Microsoft Excel, Word, and Power Point along with accounting applications such as AccPac, Great Plains, Platinum, QuickBooks, Peachtree or MYOB
