Education Specialist - UNICEF, Tanzania

NOC – Fixed Term  Position 2229

UNICEF, The United Nations Children’s Fund, supports the Government of Tanzania through its Education programme to enhance the learning and school environment and  to strengthen the capacity of educational institutions and service providers with a focus on Equity, gender and life skills. UNICEF is now seeking to recruit a qualified, motivated and experienced Education Specialist who will support high level policy engagement in the Basic Education Sector and provide technical support to partners, particularly in the area of Equity issues, including gender, disability, non-formal and complementary approaches to education.

RESPONSIBILITIES:

  1. In collaboration with government, other UN agencies, NGO partners, plays an influential role and provide technical support in the development, implementation and monitoring of policies and strategies, in relation to gender, equity and life skills. Support will include demonstration of best practices in the area of equity/gender in Basic Education, through supporting innovations for wider replication and development of local capacity for innovation.

  2. Working with Government partners and NGOs, lead the roll out work of the Integrated Post Primary Education ensuring timeliness and quality in agreed outputs.

  3. Acts as focal point for gender equity in education in DPG – Gender Equity and other equity forums, and ensures that a strong partnership for girls’ education and gender equity in education is developed and maintained.

  4. With a focus on equity/gender issues, participates in district visits for advocacy purposes, provides technical support and determines/evaluates programme implementation to ensure timely feedback for process effectiveness; monitors implementation and UNICEF inputs.

  5. Initiates follow-up actions on programme implementation activities; drafts changes in programme work plans; monitors and prepares financial expenditure and tracking reports.

  6. Participates in inter-sectoral collaboration with other programme colleagues, particularly in relation to equity, gender and Non-formal education issues. Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability.  Certifies disbursements of funds, monitor and submit financial status reports to Chief of Education.

  7. Ensures the accurate and timely input of Project information in computerized Programme system and the issuance of status reports for monitoring and evaluation purposes


EDUCATION: Advanced University degree in Social Sciences or a related technical field; having experience in Basic Education programming will be an added advantage.

WORK EXPERIENCE: Five years progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.

LANGUAGE: Fluency in English and Kiswahili.
