OXFAM: Consultant NEEDED

Oxfam is an International, non-governmental organisation, and a leading global campaigner on issues that affect poor people. Through campaign and advocacy, Oxfam aims at ending poverty and suffering of people, by proactively engaging in policy issues and practice that undermine the welfare of women, men and community. Our programmes are rooted in the rights-based approach, working with partners and allies to help women and men to realise their rights

In 2011 and in line with the change goal of Economic Justice, Oxfam is implementing a 4 years big campaign on Food Justice in a Resource Constrained World.
Overall, the EJ work aims to have strong alliances - led by women, small farmers and pastoralists - and to influence policies and practices resulting in real improvements in food justice in the countries of the region.
In the HECA region (Horn and East and Central Africa), the focus for the campaign will be in the two EJ focus countries of Tanzania and Ethiopia as well as Burundi.
The campaign is informed by the belief that the main changes in policy and practices will have most direct impact on people in poverty at national or even local level, and will shift policies and practice (often state practice or that of other large institutions) in favour of people in poverty.

To make this EJ campaign successful for wide change across the three countries, one will require to have an informed factsheets in number of areas of social, political, economic, and cultural dimensions. This information is important baseline information to absolutely inform our advocacy and campaign agenda. It is from these factsheet and baseline information against which we will try to then assess progress and achievements or failures of our discourse.

Based on this, Oxfam is therefore looking an inspirational, well qualified Consultant to categorically work out to give detailed broad socio-economic baseline information related to the campaign objectives and advocacy outcomes for Tanzania, Ethiopia and Burundi.
 
Key Skills and Competencies Desirable in the Consultant
Experience and conversant in contextual socio-economic dynamics of Tanzania and Burundi is a critical element. Therefore, we are looking for a consultant who:

  1. Is social scientist, biased in the political-economy of the EAC portfolio.

  2. has a very good understanding of development policies of Tanzania and Burundi

  3. Is a Tanzanian (should be able and ready to work with similar counterpart from Ethiopia for one single EJ report)

  4. Has previous experience of conceptualising and analysing policies and development guidelines within the region.

  5. Agrees with the guiding principles, approach and underlying theory of change for EJ campaign.

  6. Demonstrate high level of professionalism, with high level of analysis and not confined/limited at project level.
