Chemonics International Inc. is a leading international consulting firm based in Washington, D.C. with significant experience implementing USAID programs in East Africa and with decades of experience collaborating with host-country counterparts around the world to improve the availability of health services and manage complex health systems strengthening programs. Chemonics seeks experienced health professionals for the anticipated USAID-funded Tanzania CCC-KVP Program. This program seeks to improve the cascade of HIV prevention, testing and treatment for populations affected by high HIV prevalence and limited access to and low coverage of HIV services to achieve sustained reduction in new HIV infections and gender-based violence and to improve reproductive health outcomes.
Monitoring, Evaluation, Research and Learning (MERL) Director
CCC-KVP aims to sustain a reduction in new HIV infections in Tanzania and better reproductive health outcomes (including a decrease in unplanned, teenage pregnancies) for key and vulnerable populations, leading to improved health status. The MERL Director will oversee the design and implementation of the MERL plan and system. In addition, the MERL Director will be responsible for all MERL activities associated with CCC-KVP and for creating a strong evidence base to demonstrate the activity’s results and achievements. Responsibilities:
• Leads the design and implementation of CCC-KVP’s MERL framework to track all technical activities against targets, outcomes, and impacts for each objective, including linkage to MER indicators for PEPFAR reporting purposes
• Provides strategic oversight of the learning agenda and activity communication efforts
• Develops mechanisms for collaborating, learning, and adapting in activity implementation and actively incorporates lessons and modified approaches as necessary
• Works with technical staff to oversee the design, development, testing, and evaluation tools for data collection and analysis as well as knowledge management and dissemination
• Trains staff and partners on MERL system operations, collection methods, and tools
• Plans for and supervises intermittent performance evaluations, collects and disseminates lessons learned, and shares successes during project implementation
Qualifications:
• Advanced degree in public health, statistics, monitoring and evaluation, research, or another relevant field
• At least eight years of experience designing and implementing monitoring and evaluating activities for complex programs in developing countries, with a strong preference for experience managing monitoring and evaluation activities for PEPFAR programs
• Extensive understanding of how to design and implement monitoring and evaluation systems for complex donor-funded activities similar in size and scope to CCC-KVP
• Experience tracking performance against program objectives, reporting on outcomes, and analyzing data to contribute to continual adaptive management of implementation
• Experience working on a USAID, PEPFAR, or other donor-funded health program preferred
• Experience working in Tanzania preferred
• Demonstrated leadership, versatility, and integrity
• Strong communication skills, including interpersonal and in written and oral English required
