Chemonics International is recruiting for multiple positions for the anticipated Comprehensive Community Cascade for Epidemic Control Among Key and Vulnerable Populations (CCC-KVP) project in Tanzania

Chemonics International Inc. is a leading international consulting firm based in Washington, D.C. with significant experience implementing USAID programs in East Africa and with decades of experience collaborating with host-country counterparts around the world to improve the availability of health services and manage complex health systems strengthening programs. Chemonics seeks experienced health professionals for the anticipated USAID-funded Tanzania CCC-KVP Program. This program seeks to improve the cascade of HIV prevention, testing and treatment for populations affected by high HIV prevalence and limited access to and low coverage of HIV services to achieve sustained reduction in new HIV infections and gender-based violence and to improve reproductive health outcomes.

Director of Finance and Operations (DFO) 

CCC-KVP aims to sustain a reduction in new HIV infections in Tanzania and better reproductive health outcomes (including a decrease in unplanned, teenage pregnancies) for key and vulnerable populations, leading to improved health status. The Director of Finance and Operations will oversee all office activities in Tanzania, including procurement, logistics, human resources, accounting and finance, and records. Managing the contract budget and preparing financial reports for submission to USAID, the director will ensure that funds expended are compliant with U.S. government regulations and policies. The director will implement fraud mitigation practices, ensuring that systems and processes support the project’s effective implementation. Responsibilities:
• Oversees operations for all project offices, including overseeing of procurement, subcontracts, grants, logistics, human resources, accounting and finance, and records
• Ensures the coordination and coherence of and adherence to U.S. government regulations and Chemonics’ corporate and field office policies, making recommendations as necessary to strengthen procedures
• Manages program accounting, country-level financial reporting including drafting all budgets, manage petty cash and bank accounts including bank reconciliations
• Implements fraud mitigation and risk management practices and ensure systems and processes are effectively supporting implementation of the activity
• Looks for cost efficiencies and provides financial analysis for project leadership and USAID
• Manages and oversees all project level procurements, drafts RFP/RFQ, drafts purchase orders, manages local subcontracts, and oversees vendor performance


• Assists with recruiting, hiring, development of project policies, and benefits; manages leave, performance management, and separations
• Develops, monitors and supports the standardization of operational systems and policies across field offices.
• Serves as the primary liaison with Chemonics home office and assists with data requests and new requirements.

Qualifications:
• A Master’s degree in Business, Accounting, Finance or related field relevant to the position requirements from an accredited university, or equivalent experience
• At least eight years of experience in operational and financial management for large complex projects, of which at least five years were for a USAID-funded project or organization
• Must have experience with management and/or administration for international development projects of considerable size and complexity, and including experience managing sub-contracts and grants
• Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints
• Proven success working in team environment and supervising, mentoring, and supporting staff
• Experience working in Tanzania preferred
• Demonstrated leadership, versatility, and integrity
• Strong communication skills, including interpersonal and in written and oral English required
