Job Description
The Deputy COO will oversee all aspects of the business in their assigned Region.  S/he will be responsible for developing and formulating a Business Growth Plan, analyzing and understanding competition and market dynamics, recognizing opportunities for more operational efficiencies, ensuring policy compliance, developing human resources needed to achieve targeted outreach plans and critically building an operational management bench that can be deployed internally in the SUBSIDIARY and across the Africa region.  The Deputy COO will ensure that outreach is market led, client focused and mission driven. The Deputy COO will be evaluated on his/her ability to manage overall individual branch performance to achieve business growth while ensuring cost effective operations delivery and strong internal controls to protect the mission and deliver value to our clients.

The Deputy COO will report directly to the COO and will be responsible for the following areas in their assigned geographic region:

Operations

  • Ensure a dynamic, evolving, and proactive development strategy for the Business Growth Plan      and the annual Operating Plan/Budget process; including an effective strategy for maintaining current levels of LO while decreasing interest rates to clients.
  • Recognize productivity efficiency from process improvements and strengthening operational processes for faster scale
  • Institutionalize affiliate policies and provide leadership for achieving key targets
  • Develop effective marketing and sales approach to outreach that understands and responds to the needs of the clients in a timely manner
  • Focus on strengthening the current core products to ensure they are market oriented and profitable
  • Analyze opportunities when product innovation/diversification makes sense for the business
  • Ensure that quality customer service is the foundation of client relationships
  • Ensure that all policies, procedures,systems and staffing requirements implemented have an optimum level of quality, functionality, accuracy and efficiency with minimum disruption to the normal business operations
  • Oversee the delivery of financial services in the assigned branches to ensure progress toward the goals and objectives of the strategic and operational plans
  • Develop monthly targets and outreach plans for each assigned branch for review/approval by the COO. Assist Finance with cash flow and liquidity planning through on time submission of disbursement projections and operational expense requirements by branch
  • Monitor  assigned branches performance versus plan, and provide explanations to the COO for variances
  • Ensure quality financial services delivery through regular visits to assigned branches, including monitoring and evaluation of marketing/sales efforts, business analysis and client screening, savings mobilization, loan disbursements,payment collection, and other aspects.
  • Provide leadership and mentor  assigned Regional Managers and Branch Managers on ways to improve all aspects of financial services delivery
  • Participate regularly in Credit Committees, as appropriate, to ensure high technical quality of  business analysis and credit decisions. Monitor other Credit Committee members to strengthen their capacity to make effective credit decisions.
  • Ensure ongoing marketing of financial services in the assigned branches operating areas through a  range of channels, in keeping with the marketing plan.  Recommend new/improved marketing  mechanisms as appropriate.
  • Together with the Savings      Manager, Regional Managers and Area Savings Managers develop integrated      strategy for savings mobilization
  • Provide effective  leadership to change the institutional culture from credit only to credit      and savings
  • Ensure proper savings  structures are in place and that all functional areas are working together      towards mobilization goals
  • Develop adequate incentive  systems and motivation for staff for savings mobilization
  • Attract the right people in support of growth and outreach plans; identify and develop high      potential branch management candidates to create an operational talent  bench
  • Retain and motivate staff through effective  leadership, mentoring, transparent communication, performance management,and career opportunities
  • Ensure staff development  and training strategy aligns with the Business Growth plan and Operating  Plan/Budget
  • Ensure staff fully comply      with and buy into the Code of Conduct
  • Assist in developing   a distinct FINCA brand at the  branch and product level and mitigate potential reputational risk
  • Assist in developing  and implementing a core set of  research content areas (outreach, competition, customer service, social      performance) that provides reliable and relevant information to guide  improvements and innovation in our products and services
  • Position the affiliate to be a market leader
  • It is anticipated the Deputy COO would play a key role in further development and expansion within the SUBSIDIARY or in the Africa region potentially with new expansion affiliates at the senior management level. 

PERSONNEL SPECIFICATIONS
  • Bachelor in Business Administration, Economics or Social Sciences
  • Five (5) years experience in Financial Services of which three (3) years in Managerial position
