VACANCIES ANNOUNCEMENT
The Public Service Recruitment Secretariat was established in accordance with section No.29 (1) of the Public Service (Amendment) Act No.18 of 2007. One of the main functions of this organ is to advertise vacant posts occurring in the Public Service and conduct recruitment process.
On behalf of the Ministry of Water (Drilling and Dam Construction Agency), the Public Service Recruitment Secretariat invites qualified Tanzanians to fill vacant posts in as shown below.
DRILLING AND DAM CONSTRUCTION AGENCY (DDCA)
Drilling and Dam Construction Agency (DDCA) is a Government Executive Agency established in accordance with Executive Agencies Act. No. 30 of 1997 and was launched on the 26th of March 1999 under Ministry of Water. The core mandate of DDCA is to develop sustainable water sources through efficient means and at a cost effective manner.
POSITION: DRILLING PROJECT MANAGER (DPM)
The Drilling Project Manager is the head of Drilling Department responsible for all drilling matters pertaining to the operation of the Agency.
DUTIES AND RESPONSIBILITIES
Manage the Drilling Department activities to ensure timely completion of projects according to agreed specifications to meet customer expectations and enhance DDCA business growth
Develop plan and budgets for the department and oversees their implementation
Develops work program for the department to ensure efficient and effective utilization of the agency’s resources allocated to the department and timely completion of the projects
Defines staff training and development needs of the department and ensures that they are included in the staff training development plan of DDCA and implemented
Propose DDCA business policies concerning borehole production and drilling to DDCA management for adoption
receives periodic operational reports from subordinates on the status and cost of drilling projects and issues appropriate directives to ensure effective project implementation and control
Prepare periodic report to management and Chief Executive Officer to keep them informed
Liaises with Technical Support Department for equipment needed at project sites
Assures proper utilization of project equipment at project sites to ensure effective and efficient utilization of resources
Supervises in the department, evaluate their performance and takes measures to improve their performance; including recommending good performers for award, taking disciplinary measures, counseling and training
Advice the Chief Executive Officer on drilling works to be attended after have been acquired
Performs any other duties related to the above assigned by the Chief Executive Officer
QUALIFICATIONS AND EXPERIENCE
Masters Degree in either Drilling/Mechanical/Water Resources Engineering, Geology, Hydrogeology or Geophysics from a reputable organisation. If engineering professional, must be registered with Engineering Registration Board of Tanzania. The applicant must have at least 7 years working experience in a related field and must be computer literate.
REMUNERATION
Attractive remuneration package in accordance with the Institution’s Salary Scale TGS – J
TENURE: Three (3) years renewable.

- Postgraduate/Degree/Advanced Diploma/Diploma/Certificates.
- Postgraduate/Degree/Advanced Diploma/Diploma transcripts.
- Form IV and Form VI National Examination Certificates.
- Computer Certificate
- Professional certificates from respective boards
- One recent passport size picture affixed at the top-centre of the first page and birth certificate.
vi. FORM IV AND FORM VI RESULTS SLIPS ARE STRICTLY NOT ACCEPTED
vii. Transcripts, Testimonials, Partial transcripts and results slips will not be accepted.
viii. Presentation of forged academic certificates and other information in the CV will necessitate to legal action
ix. Applicants for senior positions currently employed in the public service should route their application letters through their respective employers.
x. Applicants for entry levels currently employed in the Public Service should not apply, they have to adhere to Government Circular Na. CAC. 45/257/01/D/140 dated 30th November 2010.
xi. Applicants who have/were retired from the Public Service for whatever reason should not apply.
xii. Applicants should indicate three reputable referees with their reliable contacts.
xiii. Certificates from foreign Universities should be verified by Tanzania Commission for Universities (TCU)
