Chemonics International Inc. is a leading international consulting firm based in Washington, D.C. with significant experience implementing USAID programs in East Africa and with decades of experience collaborating with host-country counterparts around the world to improve the availability of health services and manage complex health systems strengthening programs. Chemonics seeks experienced health professionals for the anticipated USAID-funded Tanzania CCC-KVP Program. This program seeks toimprove the cascade of HIV prevention, testing and treatment for populations affected by high HIV prevalence and limited access to and low coverage of HIV services to achieve sustained reduction in new HIV infections and gender-based violence and to improve reproductive health outcomes.
Chief of Party
CCC-KVPaims to promote HIV and Gender Based Violence prevention and Family Planning services for vulnerable populations and people living with HIV. Based in Tanzania, the chief of party will serve as the primary liaison between USAID/Tanzania, the Ministry of Health, Chemonics home office, and other key stakeholders. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Serves as the primary liaison with USAID/Tanzania, government stakeholders, partners and Chemonics’ home office
- Provides strategic direction, stakeholder coordination, overall leadership, management, quality control, and technical direction to achieve program results
- Identifies issues and risks related to project implementation in a timely manner, and suggests appropriate program adjustments
- Manages and supervises the work of project personnel, subcontractors, and grantees, with a focus on core results, achievement of work plan and targets, and timely implementation
- Oversees monitoring, evaluation, research, learning and communications efforts to ensure implementation is on schedule, aligned with the priorities and achieving results
- Ensures compliance with award terms and conditions, PEPFAR requirements, overarching quality control and the overall responsiveness and performance of the project
- Leads integrated workplan development process based on jointly determined priorities and proposed adjustments in implementation based on revised priorities and changing on-the ground dynamics
- Ensures timeliness and quality of all program deliverables
- Ensures that all project assistance is technically sound and appropriate
Qualifications:
- Advanced degree in health, management, public policy, international development, or a related field required; Experience in HIV/AIDS policy and programming preferred
- Minimum 10 years of relevant development experience designing, implementing, and leading complex, dynamic, and challenging field operations in developing countries; experience managing USAID, PEPFAR, or other donor-funded health programs in East Africa preferred
- Proven success in managing HIV/AIDS programs, and strong technical knowledge of HIV/AIDS, social and behavioral change, health systems strengthening, and quality improvement/quality assurance
- Demonstrated high-level strategic visioning, leadership and managerial skills, versatility, and integrity; experience coordinating effectively with multiple stakeholders and national and sub-national levels preferred
- Proven ability to develop and maintain working relationships and effective partnerships with U.S. and foreign governments, development partners, private sector entities and community organizations
- Work experience in Eastern Africa required, experience in Tanzania preferred
- Demonstrated leadership, versatility, and integrity
- Strong communication skills, including interpersonal and in written and oral English required
