The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Shipping Assistant in the General Services Section.
BASIC FUNCTION OF POSITION
Incumbent is responsible for the shipping & transportation functions pertaining to incoming and outgoing personal effects and official U.S. Government supplies and equipment for the Mission. This includes supplies and equipment for Agencies under Chief of Mission Authority.
MAJOR DUTIES AND RESPONSIBILITIES:
OUTGOING SHIPMENTS: 30%
- Responsible for soliciting bids from various shipping companies locally – requests for proposals include packing, weighing, storage, actual travel arrangements, etc., and recommends company for the GSO approval. Upon approval, works with the exporter (departing employee and/or office) and selected shipping company to arrange for dates & times for packing,
- supervises actual packing to ensure conformance with USG regs, advising the company of USG regs;
- and ensuring that shipments are transferred to storage or shipping carrier on schedule.
Reviews charges for all shipments before approval of the GSO.
Incumbent prepares all the necessary documents, letters, customs forms, etc. to obtain the required export permits and exemptions.
INCOMING SHIPMENTS: (Official and Personal Effects) 30%
Responsible for the clearing of all incoming shipments (air and sea freight) for Agencies under COM Authority, and personal effects. Prepares required documents for import permits & exemptions, arranging for customs clearance, pick-u or storage, and delivery to final destination. This also includes USG-owned and Privately-owned motor vehicles.
PERSONNEL: 30%
Responsible for meeting and assisting all incoming and outgoing employees international arrivals and departures, to facilitate expeditious handling of immigration and customs clearance at airport. Accompany arriving personnel to their assigned residences.
Assist employees with obtaining host country driving license, and registration, licensing, inspection, insurance coverage, sale, etc. of the privately-owned motor vehicle(s). For official USG-owned motor vehicles prepares the necessary documents in this connection. Expedite arrivals, departing and diplomatic pouches as required
OTHER: 10%
Responsible for maintaining proper and efficient record-keeping and files for all actions being taken. Records should include but not be limited to, contacts and procedures for all functions, and status of the various shipments, visa requirements, etc. being processed. Uses Transportation Lite and ILMS Ariba to track shipments and purchase requests. Works with Procurement Team and employees to communicate shipments.
Keeping immediate supervisor informed of daily assignments, status of accomplishments, problems, etc. on a regular day-to-day basis.
Any other duties as may be assigned.
QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education:
Completion of Secondary School (form IV) is required. Completion of vocation training or equivalent experience is required.
Experience:
- Three years plumbing experience is required, particularly related to water pumping and treatment.
- Three years of industrialized type plumbing experience is required.
- This is not just a residential plumber, must have demonstrated Hotel, Hospital or other large industrial type complex plumbing experience is required.
Language:
- Level III (good working knowledge) in English and Level IV (fluent) in Kiswahili (speaking, writing and reading) is required.
- Must be able to read and comprehend instructions in Verbal and Written English Language.
- Must be able to read, comprehend and understand complex drawings are required. (This will be tested)
Job Knowledge:
- Must have knowledge in practices and procedures in plumbing waste water treatment,
- pumping and potable water treatment and painting experience is required.
Skills and Abilities:
- Ability to use all plumbing related hand tools and all plumbing related power tools of the trade engaged in, to include brazing, gas welding, gas cutting, and electric welding.
- Must have complete ability to trouble shoot on above mentioned plumbing problems.
- Must have valid driver's license and the ability to safely and regularly drive a GOV Vehicle is required. (This will be tested)

Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance report (EPR) are not eligible to apply.
Current NOR employees hired on a Family Member Employment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.

A MOH must be officially declared to the COM by the sponsoring employee as part of his/her household; and
A MOH is under COM authority;

A MOH may or may not be a U.S. Citizen;
A MOH is not an EFM;
A MOH is not listed on the travel orders or approved Form F-126 of a sponsoring employee.
Not Ordinarily Resident (NOR) – An individual who meets the following criteria:
An EFM, USEFM or AEFM of a direct-hire Foreign Service, Civil Service, or uniformed service member permanently assigned or stationed abroad, or as appropriate, at an office of the American Institute in Taiwan; or
Has diplomatic privileges and immunities; and
Is eligible for compensation under the FS or GS salary schedule; and
Has a U.S. Social Security Number (SSN); and
Is not a citizen of the host country; and
Does not ordinarily reside in the host country; and
is not subject to host country employment and tax laws.
Ordinarily Resident (OR) – An individual who meets the following criteria:
A citizen of the host country; or
A non-citizen of the host country (including a U.S. citizen or a third-country national) who is locally resident and has legal and/or permanent resident status within the host country and/or who is a holder of a non-diplomatic visa/work and/or residency permit; and/or
Is subject to host country employment and tax laws.
