The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Implementing Partner (IP) Liaison Assistant at the United States Agency for International Development (USAID).
BASIC FUNCTION OF POSITION
- Under the direction and supervision of the Deputy Executive Officer, the incumbent serves as Implementing Partner (IP) Liaison Coordinator in the Executive Office.
- The incumbent performs a variety of duties relating to but not limited to facilitating Value Added Tax (VAT) and work permit requests,
- providing guidance on clearance of incoming shipments, arranging the export formalities on outgoing shipments and principally act as the liaison officer between USAID/Tanzania and its implementing partners on administrative and logistic matters.
MAJOR DUTIES AND RESPONSIBILITIES:
1. Implementing Partners Liaison Coordination - 75%
- Attends Post Award conferences to provide information and guidance to USAID IPs on visa, tax and general logistics and administrative procedures in Tanzania. Incumbent clarifies and answers questions
- Works with the officials of the Public Service Management (Office of the President) and Ministry of Home Affairs (Immigration Department) to facilitate the issuance of visa, visa renewal and work permit/exemption certificate for IP expatriate staff and USAID contract staff. Additionally, incumbent facilitates the process of endorsing re-entry pass and exemption certificate on the international passports of USAID contract staff, IP expatriate staff and their dependents.
- Facilitates VAT Exemptions and/or refunds for USAID Offices and USAID Implementing Partners. This requires regular coordination with the Embassy Administrative Office, Ministry of Foreign Affairs and the TRA. Incumbent also assists Mission/Implementing Partners in solving problems/issues relating to VAT issues.
- Develops contact with GOT officials handling issues affecting Implementing Partners operations in Tanzania
2. Administrative & Logistic Support - 25%
- Periodically updates Government of Tanzania (GOT) information/policy/procedures regarding VAT, visas, work permits/exemption certificates, re-entry passes, and sharing such updates with USAID technical staff and USAID Implementing partners.
- Handles approved and appropriate administrative and logistics support requests from AORs/CORs in support of IP operations in-country.
- Develops and maintains a data base showing contact information of the GOT officials mentioned above.
QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education:
- Education: Diploma in Law, Political Science, Management, Procurement, Accounting, International Relations, or Social sciences is required.
Experience:
- At least 3 years of progressively responsible experience in managing and processing VAT exemption and work permit requests is required.
Language:
- Level IV (fluent) English and Kiswahili (writing, reading and speaking) is required. (This will be tested).
Skills and Abilities:
- Must have adaptive skills and ability to plan, manage, follow up, organize and establish priorities.
- The position is established at a level that requires the incumbent to be fully versed in all aspects of VAT exemptions, visa/resident/work permit requirements is required. (This will be tested).
Job Knowledge:
- Must have a thorough knowledge of Government of Tanzania Revenue Authority tax policies, resident work permits and visa requirement policies and procedures,
- plus knowledge of clearance of incoming shipments and arranging the export formalities for outgoing shipments.
- Must have a valid driver’s license and a good knowledge of Dar es Salaam road network is required.
SELECTION PROCESS:

Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance report (EPR) are not eligible to apply.
Current NOR employees hired on a Family Member Employment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
