Senior M & E and Research (MER) Advisor - 1 Post (Dar es Salaam)
Overview:
Jhpiego seeks a Senior MER Advisorto provide technical leadership and strategic direction of research, monitoring and evaluation (MER) activities, frameworks, plans and indicators to contribute to an increased evidence base for HIV prevention .services for key populations, capture project performance results and provide effective, accurate and timely research, monitoring, evaluation and reporting of all project activities for USAID-funded HIV prevention program for key and vulnerable populations (KVP) including FP and TB integration. The Senior MER Advisor will work closely with NIMR/Mwanza and other research partners to design and implement the SAUTI- TZ project research agenda including formative assessment, program evaluation, enumeration and mapping of KVp, validation of vulnerable young women index, size estimation, saturation, evaluation of routine data and SMS cohort data and other research and learning priorities. The Senior MER Advisor will lead the M&E team and work closely with the technical and program teams to design, implement and super- vise MER activities for program learning, ensuring that lessons learned are integrated into program implementation to continuously improve quality of interventions and outcomes.
The Senior MER Advisor will collaborate with technical and program staff to document program implementation, and will be responsible for documenting and disseminating program successes and challenges to the. United States Government. The Senior MER Advisor will also be responsible for designing and conducting operations research as needed. This is a key personnel position on the SAUTI - TZ program.
Required Qualifications:
- PhD in social sciences, public health, demography, statistics or related field
- Minimum ten years of work experience in designing, implementing and managing
- research, monitoring and evaluating health and/or development projects in developing countries
- Proven expertise in maintaining research ethics, managing IRB processes
- Proven experience designing formative assessment, evaluation, quantitative and qualitative research, reporting, data quality assessments, data analysis and presentation
- Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers
- Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
- MER experience in HIV prevention, including understanding of the Three Ones
- Principle and PEPFAR indicators
- Familiarity with Tanzania health management information system and other national MER systems
- Experience and understanding of the US government-funded programs frame- work and reporting system
- Excellent spoken and written English skills, including demonstrated technical writing skills for publication
- Spoken and written Kiswahili preferred; Tanzania experience preferred.
- Ability to work effectively with diverse international teams
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
- Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-info,Stata, Ms
- AccessProficiency in word processing and Microsoft Office
- Ability to travel nationally and internationally up to 40% of the time
- Tanzanian nationals strongly encouraged to apply
