Head of Monitoring and Training

Position: Head of Monitoring and Training (One Post)
Company: National Bank of Commerce (NBC)

Reporting to: Head of Compliance and Regulatory Affairs
Location: Head Office Dar es Salaam

Purpose
Plan, execute and manage monitoring and training assignments in accordance with the NBC Compliance Monitoring plan and relevant policies, procedures and quality standards.

Main Accountabilities

  • Manage Monitoring and Training strategy plan.
  • Implement and escalate the Compliance Monitoring and training programme. Ensure timely reporting per the schedule. Ensure that corrective action is taken where necessary and driven to completion. Issues are tracked and brought to effective closure.
  • Identify and escalate any breach of policy; while recommending the need .for design/implementation of new or amended procedures; and tracking closures of findings from monitoring. Conformance reviews and regulatory audit findings.
  • Put in place an effective tracking mechanism of all the reviews and respective findings
  • Plan the delivery of monitoring assignments of a high quality that is in line with Contribute to the planning process
  • Develop testing strategies for key controls within the business
  • Manage the execution of Design Effectiveness Testing (DEA) and Operational Effectiveness Testing (OET) of the monitoring team in line with methodology requirements
  • Prepare and review the DEA and OET working papers of controls tested
  • Provide effective feedback to the team on an ongoing basis during the monitoring assignment
  • Engage with stakeholders during the monitoring activities
  • Distribute workloads equally amongst team members
  • Ensure high quality, timely and consistent delivery of all Monitoring deliverables
  • Liaise with stakeholders and peers on issues relating to regulatory risk assessments, intelligence/MI, reporting issues and regulator relation
  • Ensure update and reliable staff training records and evidence are maintained
  • Be aware of changes to the NBC businesses and their plans
  • Own, build and manage relationships with key stakeholders
  • Perform people management functions

Qualifications:

  • Degree in a Commercial, accountancy, audit or equivalent
  • Proficient in MS Office (Word, Excel, PowerPoint and Outlook) and the Internet
  • CPA (T), ACCA, CISA.
  • Experience
  • Four (4) years experience in risk based auditing or risk or control activities in a regulatory discipline
  • Two (2) years experience in regulatory, compliance, external audit or internal audit role in a large and reputable financial institution
