(i) Job Purpose:

To provide effective management of the radio frequency spectrum; and to ensure

compliance of license conditions and established regulations by operators



(ii) Person Specifications



A: Essential:



Qualifications:

Masters degree in ICTs related field or equivalent qualifications and registration

with the engineers Registration Board in the category of Professional Engineer



Experience:

A minimum of three years post qualification experience in spectrum management

in a well established organization



Skills/Abilities:

_ Excellent analytical skills;

_ Excellent command of English and Kiswahili languages;

_ Knowledge of the application of computer packages (word, excel, peach tree,

    multimedia packages i.e. Adobe Premier Pro etc.) and internet applications;

_ Demonstrated ability to work both independently and collaboratively as a

    team player;

_ Ability to plan, organize, prioritize and manage complex and delicate tasks;

_ Results and performance-driven with commitment to realization of the

    Authority’s Strategic objectives;

_ Proactive, attention to detail, ability to work under pressure;



B: Desirable:

_ Experience in ICTs Regulations

_ Certificate in Utilities Regulations



(iii) Duties and Responsibilities:

• Advises the supervisor in allocation of radio frequency spectrum;

• Maintenance of data related to licensed operators and allocated frequencies;

• To maintain and update frequency spectrum register;

• Monitors radio-communication operations to ensure compliance with licence

   conditions and established regulations;

• Reviews code of conduct and standards for radio-communication operators;

• Attends to complaints filed by operators and takes measures to resolve them;

• Processes licence applications for the radio-communication operators in

   accordance with the licensing regulations;

• Carries out field inspection of radio-communication operations;

• Carries out studies aimed at establishing/forecasting demand for radio

   frequency spectrum;

• Performs other related duties as may be assigned by the supervisor.



General Terms and Conditions of Service

1. Term of Office: all posts carry a competitive remuneration package as per the

    approved salary structure of the TCRA;

2. Other terms and conditions of service are as promulgated in Staff Circulars; and the

     Staff and Financial Regulations of the Authority;

3. Legal Requirement: All officers of the Authority are required to observe the Code of

    Conduct made under Section 10. – (1) of the TCRA Act 2003; observe provisions of

    Sections 11 of the Act relating to Conflict of interest; and Section 12. – (2) of the Act

    relating to employment and/or financial interest with any of the regulated service

    providers.
