MalariaCare, a five-year partnership led by PATH and funded by the US Agency for International Development (USAID) under the US President’s Malaria Initiative (PMI), aims to scale up high-quality diagnosis and case management services for malaria and other febrile illnesses. MalariaCare is a partnership between PATH, Medical Care Development International (MCDI), Population Services International, and Save the Children (SC US). The partnership works in PMI focus and other countries in Africa and the Mekong Region to reduce the burden of serious febrile illnesses and promote healthy communities and families.
We seek to recruit a qualified candidate to fill the combined position of M&E Officer/Zonal Coordinator, to provide overall project monitoring and evaluation support and to provide project support to three regions in the Eastern Zone (Dar es Salaam, Morogoro, and Pwani). This position will report to the Program Officer for MalariaCare in Dar es Salaam and collaborates closely with the MalariaCare project headquarters (HQ) team in Washington DC. Based in Dar es Salaam, the M&E Officer/Zonal Coordinator will be responsible for the following key activities:
Specific duties and responsibilities:
Monitoring & Evaluation:
- Coordinate with the Project Director, Program Officer, and MalariaCare HQ team to ensure effective collection of data, their analysis, and use in development and implementation of effective follow-up activity plans.
- Ensure the alignment of research and M&E activities with program goals.
- Coordinate data collection with government partners to monitor program development and ensure timely compilation and reporting of data.
- Conduct field visits for data validation to monitor the quality and completeness of data sets.
- Develop performance monitoring plans based on programmatic activities.
- Contribute to quarterly and annual narrative reports on program progress for submission to USAID.
- Support government partner capacity building efforts for data management and analysis.
Zonal Coordination – Eastern Zone:
- Represent MalariaCare in interactions with regional health management teams (RHMT) and council/district health management teams (C/DHMT) of the Tanzania Health Service and other stakeholders within project regions.
- Work closely with Malaria Control focal persons at regional and district levels.
- Liaise with MalariaCare’s Program Officer and technical teams (diagnostics and clinical care) based in Dar es Salaam to coordinate operations and activities at the regional, district and facility levels.
- Participate in the preparation of annual country work plans, regional and district plans.
- Provide technical support to the RHMTs and C/DHMTs in the implementation of their respective outreach training and support supervision (OTSS) plans.
- Participate in periodic field outreach training and supportive supervision (OTSS) for malaria diagnostics, clinical care, and M&E activities in the regions and districts.
- Monitor implementation of regional and district plans.
- Establish linkages with all relevant stakeholders and other implementing partners and collaborate as necessary to facilitate effective and efficient implementation of MalariaCare activities within the Eastern Zone regions.
- Prepare and make presentations and represent MalariaCare at meetings, workshops, and conferences and contribute to the dissemination of results and other relevant information.
Required Skills
- Project planning, implementation and monitoring and evaluation skills.
- Ability to work both independently and with competing deadlines and tasks.
- Good interpersonal communication and presentation skills.
- Written and spoken fluency in Kiswahili language.
- Excellent oral and written communication skills in English.
- Willingness to work in hard-to-reach areas with frequent travel as necessary.
- Experience with Microsoft Word, Excel, and PowerPoint.
- Experienced user of a statistical software package (SPSS, EPI-INFO, STATA, SAS or similar).
- Knowledge of USAID-funded project reporting and analysis is desired.
- Experience in working with Microsoft Access, web based database programs (PHP, MySQL) and DHIS2 would be an added advantage.
Required Experience
- University degree in statistics, information science, demography, or other relevant degree training in project monitoring and evaluation skills;
- Master’s level preferred, demonstrated knowledge of monitoring and evaluation methodology, data analysis and plan development, demonstrated experience in project coordination, implementation and management.
- A public health degree or equivalent in project management training preferred,
- strong experience in database management and Microsoft Word, Excel and PowerPoint, previous experience working in the field of malaria prevention, diagnosis, treatment and control is desirable, familiarity and experience working with nongovernmental organizations and civil society in Tanzania.
You must currently have legal authorization to work in Tanzania.
