Human Resource Manager

T-MARC Tanzania is a non-profit, Tanzanian, non- governmental organization working to improve public health and promote social well being. Our social products and behaviour change communication initiatives target vulnerable, at risk and low income populations and address infectious diseases like HIV/AIDS and malaria, family planning and reproductive health, child survival, water and sanitation and nutrition. We are seeking to recruit candidates for the following positions.

Position: Human Resource Manager

Supervisor: Operations Director

Supervise: Office Assistant, Gardner, Receptionist

Location: Dar es Salaam, Tanzania

Broad Function:

The Human Resources Manager (HRM) supports the Operations Director (In Charge) and focuses on building the internal human resource and organizational capacity of T-MARC as an independent Tanzanian entity. The HRM is responsible for recruitment, employee relations, performance management, staff development and general day to day functioning of the department.

Duties and Responsibilities:

• Work closely with the In Charge, Operations Director, to ensure a coordinated approach for business process management of the Organization including: updating and revising human resources manuals and policies, as required, compensation assessment and harmonization, assessment and review of T-MARC benefits package, payroll system development

• Liaise with T-MARC senior management to coordinate activities related to performance management and human resources needs of the Organization.

• Liaise with short term consultants/service agreements working to establish operational systems.
• Maintain an effective system of HR administration to include: accurate personnel files and records, employee details, leave management and leave records, pension, benefits and statutory scheme registration.

• Ensure that staff leaves are properly planned without disrupting Organization’s operations.
• Coordinate with In charge of HR & Administration, Operations Director, to initiate and follow up performance management on the basis of a structured individual employee appraisal system, support, coach and mentor employees in delivering Organization’s and individuals’ targets and goals.

• Work with the Operations Director to ensure HR Policies and Procedures are formulated, implemented and followed.

• Ensure effective communication and distribution of HR Manual and new policies to all staff.
• Facilitate and monitor technical assistance and all ongoing training activities, internal and external to the Organization.

• Assist the Operations Director in monitoring the scheduling, efficiency and deliverables for all training/TA for the Organization’s staff and organization.

• Coordinate human resource development activities such as implementing a unified benefits package, team building and other change management activities.

• Act as the custodian for all training manuals applicable for T-MARC products.
• Provide support to T-MARC training programmes run by third party partnerships.
• Ensure provision of office consumables and supplies is done on a timely manner.
• Ensure all payroll inputs are correct and timely before submitting to the Finance Department for processing.

• Assist the In Charge HR & Administration, Operations Director, in all issues related to Job Evaluation and Remuneration Reviews.

Required qualifications and Experience:

• Degree in Human Resource Management, Business Administration or related area with a minimum of 3 working in HR generalist capacity and administration in senior management role. Master/Postgraduate degree in Human Resource Management will be an added advantage.

Knowledge, skills and abilities:

• Knowledge of USAID/CDC Human resources policies and regulations a plus.
• Professionalism: Knowledge of human resources policies, practices and procedures and ability to apply them in an organizational setting.

• Ability to identify issues, formulate opinions, make conclusions and recommendations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results.

• Ability to formulate and follow-through on the implementation of HR Policies.

• Ability to maintain confidentiality.
• Knowledge of the Tanzania labour and employment laws (ELRA No. 6 of 2004, social security etc.).
