Post Title: Human Resources Manager – One Post
Duty Station: EWURA Head Office – Dar es Salaam
Reports to: Director of Corporate Affairs
Deadline: 31st July 2013
Human Resources Manager will be responsible for carrying out monitoring and supervision of overall human resources functions of the Authority.
Main Duties and Responsibilities:
a) To manage, coordinate and implement Human Resources policies, systems and procedures in the Authority;
b) To provide the Management with professional guidance and advice on Human Resources issues;
c) To oversee HR needs forecast;
d) To conduct periodic job evaluation exercise;
e) To offer support and inputs in preparation of payroll, as and when required;
f) To lead, organize and coordinate recruitment process;
g) To coordinate and supervise the implementation of open
Performance Review and Appraisal System;
h) To lead, organize and coordinate training, learning and staff development programs
i) To oversee proper attendance to staff welfare issues
j) To translate and provide guidance on proper application of HR policies, Laws, Regulations and circulars in dealing with staff matters;
k) To ensure that staff complies with laid down policies, rules, regulations and code of conducts and ethics
l) To maintain staff records and staff database;
m) To undertake any other related duties as may be assigned by the supervisor.
Academic Qualifications and Experience
The ideal incumbent for this position should have the following qualifications and experience;
a) Possession of Bachelor Degree in Human Resources Management,
Public Administration or Management;
b) Possession of Masters Degree or post graduate qualifications in relevant field or Business Administration;
c) Possession of strong knowledge and applications of Tanzania Labour Laws is required;
d) Possession of Knowledge and Competence in Information and
Communications Technology (ICT) application and;
e) Possession of at least six (6) years work experience in relevant field and two (2) of which should be in Senior Position.
