Finance Manager, Tanzania

Location: Tanzania
Reports to: Country Director
Contract duration: 12 months (with possible extension)

Job purpose: 
Fully responsible for all aspects of the finance function of BBC Media Action in Tanzania.


Main Duties:
Financial Control
• Maintaining the financial integrity of BBC Media Action’s operations in Tanzania, and ensuring full compliance with policies & procedures, particularly around cash, advances, banking and assets.
• Being the primary source of expertise for BBC Media Action staff in Tanzania on financial best practice, and control and compliance issues.
• Managing BBC Media Action’s bank accounts in Tanzania and liaising with our bankers as appropriate.
• Safeguarding the assets of BBC Media Action’s operations in Tanzania, including the maintenance of the Fixed Asset register.
• Participation in procurement processes that comply with BBC Media Action and donor requirements in ensuring a fair selection of quality vendors and service providers, and fairness and transparency in the awarding of all contracts.
• Undertaking audits and spot checks as appropriate.

Financial and Management Accounting
• Accurate recording of all income and expenditure. Responsible for maintaining the in-country financial system.
• Monthly reporting to London Project Accountant providing fully reconciled reports detailing income, expenditure and cash and bank reconciliations.
• Preparing cash forecasts to identify monthly funding requirements.
• Working closely with management staff to ensure that regular forecasting activities and reconciliation reviews for all project budgets are properly conducted, ensuring that forecasts and budgets are as accurate as possible.
• Budgeting of BBC Media Action’s projects in Tanzania, with such forecasting and budget revisions as required by the Country Director Tanzania, or the London finance team or donors and potential donors.
• Communicate the financial status of projects to relevant staff in country using financial reports.

Donor Compliance
• Ensuring compliance with all financial reporting and forecasting requirements of donors and others, and ensuring the smooth flow of funds from donors.
• Being the main point of contact on financial and administrative matters with in-country donor organizations, and building good working relationships with donor finance officers.
• Ensuring that expenditure is incurred and reported in line with donor agreements.
• Providing financial guidance to senior management and all project staff,
• Ensuring all project audits occur in a timely manner, and are successfully concluded.

Management, Training and Capacity Building
• Training and developing other finance and project staff in policies, procedures and other finance issues as appropriate.
• Supervising and providing line and team management for other finance staff employed by BBC Media Action in Tanzania.

Administration, Legal and Statutory Compliance
1. Operation of payroll for all staff in Tanzania and compliance with Tanzania tax legislation.
2. Ensuring that fair recruitment procedures are understood and observed.
3. Undertaking other duties that the Country Director or the London finance team might request.


Required knowledge, skills and experience:
• Fully Qualified Accountant – ACCA, CIMA, or local qualification – with original copies of qualification documents.
• At least 7 years professional working experience of which 3 have been spent working at a senior management level within a recognised NGO or INGO.
• Proven ability to manage multiple priorities at the same time. In particular, experience of managing multiple budgets at the same time.
• Experience of working with and reporting to international donors.
• Working knowledge of donor compliance rules and regulations for the major donors (including DFID, US AID, EC, Global Fund).
• Needs to develop strong knowledge of BBC financial management guidelines and systems and apply these consistently.
• Good interpersonal skills to establish effective working relationships with financial and non-financial managers within BBC Media Action and key stakeholders externally.
• Able to communicate effectively at all levels within the organisation.
• Excellent IT skills with experience of operating computer-based financial management systems. Competent to advanced level in Microsoft Excel.
• Strong team player; able to

o explain financial responsibilities to team members,
o train others in financial management.
• Proven management skills and the ability to operate effectively on the Country Management Team.
