VACANCIES ANNOUNCEMENT
The Public Service Recruitment Secretariat was established in accordance with section
No.29 (1) of the Public Service (Amendment) Act No.18 of 2007. One of the main
functions of this organ is to advertise vacant posts occurring in the Public Service and
conduct recruitment process.
On behalf of the Ministry of Works (Tanzania Buildings Agency) and the Ministry of
Lands, Housing and Human Settlements Development (National Housing and Building
Research Agency - NHBRA), the Public Service Recruitment Secretariat invites
qualified Tanzanians to fill vacant posts in various public institutions as shown below.
1.0 TANZANIA BUILDINGS AGENCY (TBA)
The Tanzania Buildings Agency (TBA) is an agency under the Ministry of Works. It was
established by the Executive Agency Act No. 30 of 1997 as amended by the Executive
Act No. 13 of 2009, through G.N 24 of 14th February, 2003. Under the Act, the Agency is
responsible for provision of quality and environmentally friendly accommodation to the
Government and Public servants through efficient and effective Business as well as
Consultancy services and Real Estate Management.
1.1 CHIEF EXECUTIVE OFFICER - RE-ADVERTISED
1.1.1 REPORTS TO
The Permanent Secretary - Ministry of Works for the Agency’s performance in archiving
its outputs and meeting its targets.
1.1.2 NATURE AND SCOPE OF THE POSITION
The Chief Executive Officer is the most senior executive of the agency and is responsible for providing it with leadership, standards and managerial direction. The work output of this job is reflected in the extent to which the Agency is spelled out in the Performance Agreements, the type and quality of the operating strategies the agency pursues and the caliber of plans and programmes of the Agency.
1.1.3 POSITION RELATIONSHIPS
Directly supervises the Director for Consultancy Services, the Director of Real Estate Management, Regional Buildings Managers, Internal Auditor, Legal Secretary and Director for Business Support
Maintain liaison with Heads of Institutions whose activities have an impact on the building sector, professional and trade organisations in the building sector
1.1.4 MAIN DUTIES AND RESPONSIBILITIES
Performs the functions and duties vested in him/her under terms of the Executive Agencies Act No. 30 of 1997.
Ensure the delivery of the required services to customers on time
Manage the Agency’s Employees on matters pertaining to discipline, control and development in accordance with Agency’s Personnel Regulations
Secretary to the TBA Ministerial Advisory Board (MAB)
Supervises financial and monitor financial operations of the Agency
Mobilises resources for TBA Projects
Proposing strategies that will enable the Agency to meet its Ministry’s policies, objectives and targets
Ensure the implementation of Training Plan including the attendance of staff to various seminars, workshop and so on
Manage the construction of Government Houses and buildings
Supervises Performance Agreements between the staff and TBA
Review reports on Performance of the Tanzania Building Agency and
Through the Permanent Secretary of the Ministry of Works, advises the Government on policy and legal matters that have an impact on the buildings sector.
1.1.5 QUALIFICATIONS AND EXPERIENCE
Bachelors Degree in either Civil Engineering, Architecture or Quantity Surveying
Masters Degree in either Civil Engineering, Architecture or Quantity Surveying will be an added advantage
Must be registered with relevant Professional Registration Board
Work experience of not less than ten (10) years in the building sector of which at least five (5) years in senior management level
Must possess proven managerial and leadership capabilities, strong interpersonal skills, and above all a clear vision of the country’s Building Sector.
Computer literacy is essential.
1.1.6 WORKING ENVIRONMENT AND RISK
There is no specific risk or working environment

Not below 35 years of age

The successful candidate will be offered attractive remuneration package commensurate with the Agency’s remuneration schemes: TGS N.
2.0 NATIONAL HOUSING AND BUILDING RESEARCH AGENCY (NHBRA)
The National Housing and Building Research Agency (NHBRA) is an Executive Agency established by the Executive Agency Act No. 30 0f 1997 and is charged with day to day management of Housing and building research in Tanzania under the ministry of Lands, Housing and Human Settlements Development. The Agency aim at improving the standards of human settlements and therefore the quality of the rural and urban community, and hence promote the socio-economic development of the country.
2.1 CHIEF EXECUTIVE - RE-ADVERTISED
2.1.1 REPORTS TO
Permanent Secretary, Ministry of Lands, Housing and Human Settlements Development; working under the Permanent Secretary general supervision.
2.1.2 NATURE AND SCOPE OF THE POSITION
The Chief Executive Officer shall be the head of the Agency and will oversee the day to day operations of NHBRA. He/she shall be responsible for the proper management of NHBRA’S funds, property, personnel and activities.
2.1.3 DUTIES AND RESPONSIBILITIES
The Chief Executive shall be the Agency’s Accounting Officer with the following, financial responsibilities (as provided for in his Framework Document and the Order establishing the special fund for the Agency under the Public Finance Act, the Executive Agencies Act
and its Regulations): This will include alignment of the Agency strategy with the vision and strategy of the Government of Tanzania. He/she shall perform functions in accordance with an Annual Performance Agreement between him/her and the Permanent Secretary of the Ministry of Lands. He/she shall perform the following functions.
Lead the development of the Agency and manage the day to day operations.
Prepare and implement strategic and business plans and associated budgets and policy of the Agency.
Prepare and implement a technical research programme according to the Agency’s plan.
Mobilise and manage effectively the Agency’s resources and budget.
Promote NHBRA Services.
Recruit, appoint and manage effectively employees of the NHBRA.
2.1.4 QUALIFICATIONS AND EXPERIENCE
Doctorate or Masters Degree in Natural Sciences or Social Sciences from a recognised University or College.
At least five (5) years working experience in management level in recognised research institution.
Sound capability in leadership and managerial skills.
Not below 40 and not above 55 years of age.
Experience in NHBRA functions is an added advantage.
2.1.5 REMUNERATION

vii. Testimonials, Partial transcripts and results slips will not be accepted.
viii. Presentation of forged academic certificates and other information in the CV will necessitate to legal action
ix. Applicants for senior positions currently employed in the public service should route their application letters through their respective employers.
x. Applicants who have/were retired from the Public Service for whatever reason should not apply.
xi. Applicants should indicate three reputable referees with their reliable contacts.
xii. Certificates from foreign Universities should be verified by Tanzania Commission for Universities (TCU)
