A. Essential
Qualifications
Holder of Masters Degree in Computer Science/Engineering or MIS or related
field or equivalent qualifications;
Experience:
At least five years relevant working experience with two years in the ICTs
Sector
Skills/Abilities:
• Hands-on knowledge of various Internet security issues;
• Knowledge on functional aspects of DNS and electronic addressing
systems;
• Excellent analytical skills and command of English and Kiswahili
languages;
• Ability to train and be trained;
• Knowledge in Internet routing protocols, Networking hardware and
Software, Unix, Linux, Free BSD, current Windows Operating systems,
Domain Name Service (DNS) structure and Configuration, Online
Database and Internet data circuits;
• Proficiency with C, C++, Perl, HTML, MySQL, PHP programming languages
amongst other Internet technologies;
• Demonstrated ability to work both independently and collaboratively as a
team player;
• Ability to plan, organize, prioritize and manage complex and delicate
tasks;
• Results and performance driven with commitment to realization of given
Strategic objectives;
B: Desirable:
• Registered by the Engineers Registration Board in any category may be an
added advantage;
• Certificate in Utilities Regulation or Cisco Certified Network Associate – CCNA
or Possession of a relevant professional certification in networking will be an
added advantage;
Duties and Responsibilities:
Under the supervision of the respective Supervisor the incumbent shall be
required to:
• Assist in the coordination of all e-applications;
• Follow-up on the management of Dot-tz (.tz) country code top level
domain (ccTLD), implementation of ENUM, Domain Name System
Security and uptake of IPv6 in the United Republic of Tanzania;
• Take part in Studies or researches on ICT developments, innovations
and access in relation to e- applications and e-inclusion;
• Follow-up on post WSIS Action Lines and targets with emphasis on
development, implementation and dissemination of ICT related issues;
• Take part in the process of establishment and implementation of
Computer Emergency Response Team (CERT) and its activities in the
United Republic of Tanzania;
• Follow-up on the establishment of sustainable Telecentres in the
United Republic of Tanzania;
• Take part in the activities related to child online protection and Cyber
Security issues;
• Perform other related duties assigned by the Supervisor.
General Terms and Conditions of Service
1. Term of Office: all posts carry a competitive remuneration package as per the
approved salary structure of the TCRA;
2. Other terms and conditions of service are as promulgated in Staff Circulars; and the
Staff and Financial Regulations of the Authority;
3. Legal Requirement: All officers of the Authority are required to observe the Code of
Conduct made under Section 10. – (1) of the TCRA Act 2003; observe provisions of
Sections 11 of the Act relating to Conflict of interest; and Section 12. – (2) of the Act
relating to employment and/or financial interest with any of the regulated service
providers.
