GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED
i. Background Information
Agricultural Development Denmark Asia (ADDA)  is a Danish NGO, engaged in agricultural development in Asia and since 2009 also in Africa. The project in question is “Linking small-scale farmers to the international market for organic sunflowers”, which is funded by AMDT. The goal of the trust is to increase incomes and employment opportunities and sustainable livelihoods for poor women, men, and young people in Tanzania. The basic approach adopted by the AMDT and the project to address this situation is the Making Markets Work for the Poor (M4P) approach.
  The project seeks to address the problem by improving livelihoods among 20,000 productive poor small-scale farmers and their households by increasing employment opportunities and thereby incomes of vulnerable small-scale farmers living below the official poverty line. This is done by facilitating a process of improving the existing local agricultural market systems by: facilitating a sustainable market linkage to the international market for certified organic produce; facilitating improvements in the competitiveness of market actors in the value chains for sunflowers and other oilseed crops; promoting more inclusive growth through M4P and inclusion of women and youth; investing in local capacity building for long-term sustainability.

Position Purpose
To establish and maintain an operational monitoring and results measurements system for ADDA in Tanzania with special focus on the ongoing M4P project. The MRM Officer is expected to work closely with the project team both in the process of developing an MRM system for the project as well as during the daily implementation in order to concurrently to improve the project implementation as part of the M4P methodology. The MRM will assist the project in reviewing MRM needs and establish necessary practical procedures and measures in order to operationalize MRM (data collection and processing). The MRM system must be able to provide the project implementation and coordination bodies with tools to effectively monitor project development, progress, achievements and lessons learned.
The MRM Officer he will be responsible for creating a strong and effective link between the project’s result measurement and trust’s MRM management team.


Key responsibilities
The MRM Officer will be responsible for the following:
Formulate a set of relevant, simple and straightforward indicators to monitor the project outputs as per project log frame and result chain.
Design socio-economic baseline surveys based on the set of indicators.
Ensure the proper measurement of project interventions by implementing Results Measurement systems and procedures.
Produce an operational manual.
Ensure the effective monitoring and documentation of intervention outputs by working with AMDT and project staff to establish result chains, coordinating all intervention guides for partner organisations and verifying the appropriateness of the sequence of activities identified.
Guided by the project’s log frame, make annual self-assessments of progress and impact.
Ensure results measurement procedures are compliant with donor standards.
Train, support and mentor other colleagues in MRM.
Coordinate the collation and dissemination of progress reports and lessons learnt and contribute to the incorporation of said into the overall project strategy.
Provide inputs for the elaboration of consultancy ToR’s for external mid-term and end-of-project evaluation with sufficient information to assess the project’s success.
Ensure all needed information to improve the project implementation as well as elaborate frequent progress reports to donors and the ADDA board.


ii. Essential qualifications
A Bachelor degree in Agricultural Sciences, Rural Development, Social Sciences, or related field with a strong research methods component
A minimum of 5 year’s work experience in result measurement, particularly in the context of agricultural development projects.
Experience reviewing and writing reports
Previous experience using the market for the poor (M4P) approach would be of great advantage
Excellent organizational and time management skills required to meet deadlines.
Ability to work independently and as a part of a team.
Be fluent in written and spoken English
Knowledge of local languages in Songwe and/or Dodoma regions would be an advantage
