NORC’s core competencies include designing and conducting rigorous impact evaluations of development projects; developing survey instruments; conducting analytic research; statistical sampling; data preparation, collection, cleaning and management; and developing surveyassociated information technology.

NORC is currently seeking a Tanzanian Survey Specialist with skills and experience developing data collection instruments and enumerator training manuals and materials; managing large scale data collections; reviewing data; and organizing data analysis for the USAID Tanzania Data for Development (D4D) project.

The assignment is based in Tanzania, and is a full-time position over a multi-year period.

Position Summary
The Survey Specialist will work under the supervision of the Evaluation Specialist to support all data collection activities (surveys, Focus Group Discussions (FGD), Key Informant Interviews (KII), and other types of data collection). The person filling this position will be provide support and be heavily involved in oversight of enumerator training, pilot testing of instruments, and quality control of data collection in the field. This person will also be responsible for conducting data quality reviews (DQR) and data cleaning for a wide range of data sets.

Required Qualifications
 Bachelor’s or Master’s degree in survey methodology, statistics, sociology, economics, or related field
 Minimum of 5-7 years of relevant professional experience
 Experience managing and implementing large- and small-scale quantitative data collections
 Experience with qualitative research, preferred
 Experience with data collection instrument development
 Experience with training on data collection and analysis
 Proven ability and interest in working with small and large datasets
 Ability to work independently as well as part of a large team
 Strong quantitative and data analysis skills
 Knowledge of data analysis software (SPSS, STATA, SAS, etc) preferred
 Knowledge of Monitoring & Evaluation (M&E) systems preferred
