Program Officer

An international organization is opening up an office in Tanzania is competitively recruiting for the following positions to support its peace and elections project;
The organization is a nonprofit, nonpartisan organization, dedicated to advancing freedom and democracy worldwide by developing political parties, civic institutions, open elections, democratic governance and the rule of law.

POSITION: Program Officer

The Program Officer will oversee the development and implementation of organization’s programs in Tanzania, focusing on electoral and political processes, and local governance. S/he will assist the Country Director and work as part of the organization's elections, youth, women and media program as well as local governance project to develop program strategy, proposals, concept notes, and reports, organize and implement program activities, assist program monitoring and evaluation, and oversee program budgets. The Program Officer will report directly to the Country Director (CD).

Duties & Responsibilities
·    Assist the CD in the management of program and administrative staff; provide guidance, mentorship, delegation of responsibility, and adequate oversight of performance;
·    Monitor budgets and expenditures for assigned program areas, and negotiate and prepare contracts, sub-grants, and other financial and project implementation documents;
·    Identify and cultivate relationships with relevant government officials, local partners, and members of the diplomatic and donor community, and represent the organization at public functions;
·    Fulfill reporting requirements of assigned program areas, and take lead in the drafting and editing of team documents and field reports as well as preparation of quarterly and weekly reports and provide guidance for written work of subordinates;
·    Travel to various parts of Tanzania, as necessary to support program implementation, reporting, and monitoring and evaluation;
·    Monitor and evaluate the performance of the organization and its partner’s activities, identifying successes and challenges and recommending appropriate program adjustments;
·    Assist the CD to develop short and long-term plans for specific programmatic objectives, and design, draft and edit project proposals;
·    Monitor regional political developments, and provide political and programmatic analysis and recommendations as needed;
·    Any other duties assigned to support specific program objectives or the organization’s work in Tanzania.

QUALIFICATIONS:
Minimum Qualifications
·    A university degree in either Law, International Relations, Development Studies, Political Science, Public Policy, or a related subject; a Master’s degree is preferred.
·    A minimum 8 years relevant professional experience in either international development, democratic governance, civil society engagement, policymaking, or legal practice;
·    Fluent in written and spoken English and at least one other language;
·    Advanced knowledge of the Microsoft Office suite, and a strong familiarity with desktop publishing software, social media and online applications
Desired Competency and Experience
·    Ability to collect, analyze and verify information
·    Experience in developing and maintaining relations with different groups and organizations including government officials, donors, politicians, and local non-governmental organizations
·    Advanced understanding and application of advanced aspects of promoting special interest groups in elections and politics
·    Demonstrated understanding of Tanzania’s governance context and politics and capacity to analyze the regional political and electoral environment.
·    Excellent written and verbal communication skills, with a proven capacity to create clear and concise proposals and reports;
·    Ability to develop and implement monitoring and evaluation systems to measure impact and effectiveness of programs;
·    Proven capacity to handle multiple tasks and responsibilities simultaneously  and  under  tight deadlines.
·    Demonstrated knowledge or experience working on voter/civic education, political party strengthening, legal/constitutional/electoral reform, inclusion and participation of special interest groups inclusion, civil society empowerment, elections management, devolution processes or local governance programs; and
