Dodoma Urban Water supply and Sewerage Authority (DUWASA) was established under section 3(I) of Cap. 272 of 1997 as repealed by section 60 of Water Supply and Sanitation Act No. 12 of 2009. DUWASA is charged with the overall responsibility of operations and management of water supply and sanitation services in Dodoma urban within the Municipality. Applications are invited from suitably qualified, dynamic, experienced and performance driven Tanzanians, male and female, to fill in the following excellent carrier opportunities:



1.  AUTHORITY’S ACCOUNTANT –One post

Required Qualifications:

Holder of a Bachelor of Commerce in Accounting or equivalent degree qualifications with minimum three (3) years of postgraduate accounting experience in a reputable organization. CPA (T) or equivalent professional qualification i.e. ACCA, ACA, CIMA is a must.


Duties and Responsibilities:

Maintain and coordinate the implementation of DUWASA Accounting System to ensure compliance with International Financial Reporting Standards.

Implementing sound control systems and procedures to safeguard DUWASA assets.
Budgetary control and reporting for recurrent and development/project funds.
Perform monthly analysis and review of budgets and expenditures for internal revenue, contracts, and grants.
Supervise the input and handling of financial data and reports for the company's automated financial systems.
Perform monthly review and reconciliations of revenue, expenditure, Assets and Liabilities records for accuracy and compliance.
Maintenance of Fixed Assets Register and review and updating of inventory movements.
Prepare Quarterly and Year end financial reports.
Interact with internal and external auditors in successful completion of audits.
Perform any other duties as may be assigned by Finance Manager.



2. HEAD OF INTERNAL AUDIT UNIT – One post



2.1 Required Qualifications:

Holder of a Bachelor of Commerce in Accounting or equivalent degree qualifications with minimum three (3) years of postgraduate accounting experience in a reputable organization. CPA (T) or equivalent professional qualification i.e. ACCA, ACA, CIMA is a must.


2.2 Duties and Responsibilities

Prepares audit schedules and work plans of subordinates and ensure their implementation
Prepares annual Internal Audit Plan and Strategy and internal audit schedules.
Reviews operational systems, procedures, policies, controls and guidelines and recommend improvements.
Reviews and approves plans for assignments prepared by subordinates.
Executes audit assignments as Internal Audit Manual, reviews current audit files and work done by subordinates and prepares audit reports for each assignment.
Executes value for money audits, carries out risk assessment procedures and devise risk mitigation measures
Follows up internal and external audits to ensure that queries are replied and ensure that recommendations are implemented in time.
Ensures that internal audit observes year end stock taking and fixed asset verification and ensures compliance to year end finalization procedures.
Ensures that internal audit quality standards are complied.
Performs any other related duties as may be assigned from time to time by the Head of Internal Audit Unit.



3.0 ELECTRICAL TECHNICIAN-One post - (Re-advertised)

3.1 Required Qualifications

Form IV/VI Certificate with FTC/Diploma in Electrical Engineering from a recognized Technical College with at least one (1) year working experience as a Technician in the Operation and maintenance of electrical works.

3.2 Duties and Responsibilities:

To carry out regular electrical inspection and maintenance for all electrical motors and control circuits for all booster stations.

To prepare weekly report for pumps and motors in all booster stations.

To carry out inspection and testing for new installed electrical equipment as well as making addition installation to the existing one where necessary.
Ensuring that all pump motors are equipped with protection device to protect motors from being damaged with electrical shock or fluctuation.
Performing any other duties as may be assigned by the Maintenance and Logistic Engineer.




4.0 PUMP MECHANICS-One post - (Re-advertised)

4.1 Required Qualifications

Form IV/VI Certificate with FTC/Diploma in pump mechanics from a recognized Technical College with at least one (1) year working experience as a Technician in the operation and maintenance of pump works.

Duties and Responsibilities:

Carrying out maintenance and repair of submersible pumps, surface pumps and motors professionally.

Ensuring that preventive maintenance schedule for all pumps and motors is prepared and followed accordingly.
Completing job cards for every maintained and repaired submersible pumps, surface pumps and motors.
Using established official checklist when carrying out Mechanical Inspection.
Proper keep of pumps and motors.
Making sure that all pumps and motors are in good working condition all the time.




ADDITIONAL COMPETENCIES FOR THE AUTHORITY’S ACCOUNTANT

& AND HEAD OF INTERNAL AUDIT UNIT

- Self starter, able to work and plan daily tasks with minimum supervision.

- Advanced knowledge of Integrated Financial Management Systems.

- Training and coaching skills to ensure excellent staff development.

- Effective communication skills in writing and speaking.

- Ability to maintain accurate records.

- Ability to work independently and collaborate in a team environment and may be required to work other than normal duty hours, which may evenings, weekends, and /or holidays.

- Performance orientation strongly motivated and maintain high work standards.

- Team player with good interpersonal and analytical skills.

- Ability to meet deadlines and give feedback in a timely and professional manner.

- Resilient and resourceful.


3.0 TERMS OF EMPLOYMENT FOR THE POSTS

Permanent and pensionable.


4.0 AGE LIMIT FOR THE APPLICANTS
